提升产能建设规模质量，是效益稳产的重要补充。胜利油田坚持“油藏研究不停、方案编制不停、井位储备不停”，持续优化新区老区产能结构，在新区加快推进同胜利石油工程公司未动用储量合作开发，让老区储备产能规模始终保持在90万吨以上，不断做大产能建设“蓄水池”，一季度新井井位储备始终保持在1100口以上，新建产能48万吨。为确保产能建设质量提升，他们要求所有井位均由油田专家组把关审查，不断优化论证方案，设计制定提升措施，并对已审批的818口井位开展“回头看”，对单井产能达标率低的单位、区块开展“病因”分析，确保了一季度单井产能达标率较2023年大幅提升。

围绕守住老区稳产这一基本盘，胜利油田深入开展开发基础管理深化年活动，强化注水产液结构调整，实施注水补能工程，持续加大投转注、压驱注水力度，一季度投转注124口井、压驱116个井组。同时，注重强化措施井培养储备，在所有开发单位督导建立措施储备库，措施增油量稳中有升。同时，成立侧钻、扶停项目组，统筹协调队伍保障施工运行，保证一季度储备侧钻井位588口；强化开发预警、储量管理，常态化开展专家一线行活动，为开发单位把脉问诊、指导帮扶。一季度，油田地层能量保持稳定，综合含水保持零增长。

聚焦效益开发，胜利油田通过持续攻关，不断推进不同类型油藏的提高采收率技术创新。围绕化学驱规模增效，加快新项目投注进度，抓实高温高盐、特高温中低渗等油藏大幅度提高采收率等7项先导试验，一季度增油36.3万吨。围绕稠油提质增效，抓实新老井、注蒸汽、冷热采三项“结构优化”和稠油全链条“热管理”，通过推进化学降黏和微生物开发，加快多元热复合驱、驱泄复合等开发技术探索试验，确保油汽比保持在0.55以上。

为确保年度生产经营目标顺利实现，胜利油田坚持以系统思维优化生产运行。完善油气产量运行监控“责任链”管理模式，压实各层级产量运行责任，推进生产、计划、财务三大计划联动，将目标分解细化到单元，制定一体化运行管理办法，倒逼全口径、全要素、全过程和全链条目标优化，提升油气生产运营质量；围绕精准生产运行，深化生产经营数据协同分析，建立季度产量运行对接机制和常态化异常分析督导机制，严防产量运行风险。
