内容指出,2024年工业废水循环利用典型案例征集方向聚焦钢铁、石化化工、纺织、造纸、食品等重点行业以及数据中心等重点领域,面向工业企业、园区征集一批废水循环利用典型案例。

包括:

(一)用水过程循环。采用冷却水高效循环利用、生产过程分质用水、废水深度处理回用等技术装备,降低生产过程水耗,实现串联用水、一水多用和梯级利用,提高水重复利用率。

(二)区域产城融合。探索与市政再生水生产运营单位合作,完善再生水管网,将处理达标后的再生水回用于生产过程,减少新水取用量,形成可复制推广的产城融合废水高效循环利用新模式。

(三)智慧用水管控。利用大数据、云计算、互联网等新一代信息技术,建立工业废水循环利用智慧管控平台,形成感知、监测、预警、应急等能力,提升工业废水循环利用的数字化管理、网络化协同、智能化管控水平。

(四)技术装备创新。围绕工业废水循环利用全过程堵点、难点,加强协同攻关,创新研发低成本、高性能工业废水循环利用装备技术工艺,打造工业废水循环利用技术、工程与服务等协同发力的示范样板。

(五)减污降碳协同。采用节水减污和温室气体减排协同控制等技术工艺,推动不同水质特点废水协同处理,减少废水排放量。探索工业废水循环利用与可再生能源利用相结合,全流程开展减污降碳协同增效。

内容提到,申报主体为具有独立法人资格的用水企业(数据中心)或具备统一管理机构的省级以上工业园区。鼓励废水循环利用技术、工艺和装备服务商与应用单位联合申报。

It is pointed out that the collection direction of typical cases of industrial wastewater recycling in 2024 will focus on key industries such as steel, petrochemical, chemical, textile, paper, food, and key areas such as data centers, and collect a batch of typical cases of wastewater recycling for industrial enterprises and parks.

Includes:

(1) Cycle of water use process. The high efficiency recycling of cooling water, the separation of water in the production process, the deep treatment and reuse of wastewater and other technical equipment are adopted to reduce the water consumption in the production process, realize the series water, the multi-purpose of one water and the cascade utilization, and improve the reuse rate of water.

(2) Regional integration of industry and city. Explore cooperation with municipal reclaimed water production and operation units to improve the reclaimed water pipe network, return the reclaimed water after treatment to the production process, reduce the amount of new water consumption, and form a new model of efficient recycling of wastewater from the integration of industry and city that can be replicated and promoted.

(3) Smart water control. New generation information technologies such as big data, cloud computing, and the Internet will be used to establish a smart management and control platform for industrial wastewater recycling, form capabilities such as perception, monitoring, early warning, and emergency response, and improve the level of digital management, network collaboration, and intelligent management and control of industrial wastewater recycling.

4. Innovation in technology and equipment. Focusing on the blocking points and difficulties in the whole process of industrial wastewater recycling, we will strengthen collaborative research and development, innovate and develop low-cost and high-performance industrial wastewater recycling equipment technologies and processes, and create demonstration models of collaborative efforts in industrial wastewater recycling technology, engineering and services.

(5) Coordination in reducing pollution and carbon. Technologies such as water saving and pollution reduction and greenhouse gas emission reduction are adopted to promote the collaborative treatment of wastewater with different water quality characteristics and reduce the discharge of wastewater. Explore the combination of industrial wastewater recycling and renewable energy utilization, and carry out synergies in reducing pollution and carbon in the whole process.

The content mentions that the subject of the declaration is a water enterprise with independent legal personality (data center) or an industrial park above the provincial level with a unified management organization. Encourage waste water recycling technology, process and equipment service providers and application units to jointly declare.
