老挝南立1-2水电站（以下简称“电站”）位于老挝万象省孟丰县，总装机10万千瓦，特许经营期25年，是中水电公司在老挝投资建设的第一座水电站，也是中老两国在水电领域合作开发的第一个BOOT项目。电站于2010 年8月投入商业运行，不仅为以首都万象为中心的中部电网输送稳定电力，还是老挝电网内为数不多的具备多年调节能力的支柱型电站。2021年，老挝政府授予电站国家级“劳动奖章”荣誉称号。

为确保电站平稳运行，电站坚持“安全第一、预防为主、综合治理”的管理理念，做到有计划、有检查、有整改、有反馈，通过质量月“比武”及系列大坝定检等举措为电站安全生产保驾护航。

电站积极与中国国家能源局大坝安全监察中心合作，按照《水电站大坝运行安全监督管理规定》等中国标准对电站进行大坝安全期检查和安全管理评价工作，是老挝第一个开展大坝定期检查的水电站，为建立境外大坝安全定检机制积累了宝贵经验，也推动了中国标准走出国门。老挝能源工业与安全管理司司长波特·马莱康曾表示，中水电公司在电站安全质量管理方面树立了标杆，希望电站积极融入当地，持续做好大坝安全管理工作。

Lao Nanli 1-2 Hydropower Station (hereinafter referred to as the "power station") is located in Mong Fong County, Vientiane Province, Laos, with a total installed capacity of 100,000 kilowatts and a concession period of 25 years. It is the first hydropower station invested by Sinohydro in Laos and the first BOOT project jointly developed by China and Laos in the field of hydropower. The power station, which was put into commercial operation in August 2010, not only delivers stable power to the central power grid centered on the capital Vientiane, but also is one of the few pillar power stations in the Lao power grid with multi-year adjustment capacity. In 2021, the Lao government awarded the power station the honorary title of "Labor Medal" at the national level.

In order to ensure the smooth operation of the power station, the power station adheres to the management concept of "safety first, prevention first and comprehensive management", so that there are plans, inspections, rectification and feedback, and escorts the safe production of the power station through measures such as the quality month "competition" and a series of dam inspections.

The hydropower station actively cooperates with the Dam Safety Supervision Center of the National Energy Administration of China, and conducts dam safety inspection and safety management eva luation in accordance with Chinese standards such as the Regulations on the Safety Supervision and Management of Hydropower Dam Operation. It is the first hydropower station in Laos to carry out regular dam inspection, which has accumulated valuable experience for the establishment of overseas dam safety inspection mechanism. It also promotes Chinese standards to go abroad. Pote Malaikang, director of the Energy Industry and Safety Management Department of Laos, said that Sinohydro has set a benchmark in the safety and quality management of power stations, and hopes that the power station will actively integrate into the local area and continue to do a good job in dam safety management.
