炼油行业为降低原油采购成本，除了加工常规原油品种，还会去尝试加工性质较差，但价格便宜的原油。公司拥有自备码头，通过海运直接采购劣质原油可以进一步节约成本。

但受限于历史原因，上海石化海运码头原油卸船能力存在不足，且从码头油罐到生产装置的管道设施也比较匮乏。

为了消除这一瓶颈，上海石化自2023年起，着手在码头储罐与生产装置之间铺设新的连通管线，并对码头卸油设施进行全面升级改造。
