1994年，福州市委、市政府出台《关于建设“海上福州”的意见》，吹响了“向海进军”的号角。随着科技进步，对海风资源的运用从设想变为现实。2015年开始，被全国首屈一指的海风资源吸引，央企三峡集团在福清投资建设福建三峡海上风电国际产业园。这是我国首个全产业链海上风电产业园。

11月，2024世界航海装备大会在福州举行，同期举办第二届中国海洋装备博览会等活动。海上风电是会场和展馆内外的热门词语——在海上风电供应链高质量发展专题报告会上，专家学者齐聚一堂，热烈研讨；在福建馆，海上风电展区备受瞩目，全面展示了产业链上下游企业合作共赢的丰硕成果。

海上风电发展势头迅猛。记者从福清市工信局获悉，2023年，福建三峡海上风电国际产业园规上工业产值突破50亿元，同比增长186%，今年继续保持增长势头，一个百亿级新兴产业正在崛起。

11月15日，第二届中国海洋装备博览会在福州开幕，吸引了752家单位参展交流。福建馆设置了四大展区，其中海上风电展区汇聚产业链上下游企业，由三峡集团担当“链长”。

站在福清市沙埔镇的牛头尾码头，远眺西北侧兴化湾的辽阔海域，一碧万顷的海面上矗立着59座风机，长长的叶片在海风中徐徐转动。这是三峡集团布局的福清兴化湾海上风电场，总装机容量357.4兆瓦，自投产以来，累计发电超52亿千瓦时，相当于减少燃煤消耗约157万吨，降低二氧化碳排放约383万吨。

“好的海风资源，就要用好的机组。”福建三峡海上风电国际产业园运营有限公司副总经理盛雷介绍，2017年，三峡集团福清兴化湾海上风电场项目一期启动时，吸引国内外8家知名风机厂商生产的14台5兆瓦及以上风电机组同台竞技，包括金风科技、东方电气、GE等主流厂家。

海洋占据地球总面积的70%以上。在全球能源转型的潮流中，海上风电因具有资源丰富、发电利用小时数高、不占用土地资源、不消耗水资源和适宜大规模开发等特点，是重要发展方向。

在2017年以前，欧洲是海上风电的领跑者。当时，欧洲海上风电装机容量占全球的88%，首台8兆瓦风电机组已在海上并网，并准备大规模安装6兆瓦以上大容量机组，而我国装机容量仅占11%，且国内主流的海上风电机组容量还停留在5兆瓦以下。

金风科技是全球风电领域重要的整机龙头之一。2022年11月23日，由三峡集团与金风科技联合研制的16兆瓦海上风电机组在园区下线。当时，该机组是全球范围内单机容量最大、叶轮直径最大、单位兆瓦重量最轻的风电机组，标志着我国海上风电大容量机组在高端装备制造能力上实现重要突破，达到国际领先水平。

Goldwind Technology is one of the important machine leaders in the global wind power field. On November 23, 2022, the 16 MW offshore wind turbine jointly developed by the Three Gorges Group and Goldwind Technology was rolled off the production line in the park. At that time, the unit was the world's largest single capacity, the largest impeller diameter, the lightest unit of MW weight of the wind turbine, marking China's offshore wind power large capacity units in the high-end equipment manufacturing capacity to achieve an important breakthrough, reaching the international leading level.

该机组入选“2022年度央企十大国之重器”榜单，在平潭外海的风电场率先使用，并在漳浦六鳌二期项目批量示范应用。

The unit was selected as the "Top ten Central Enterprises in 2022" list, and was first used in Pingtan offshore wind farm, and batch demonstration application in Zhangpu Liuao Phase II project.

近年来，国内海上风电机组开发呈现大型化特点。业内人士解释，大容量机组意味着风机在同一位置的风能利用效率更高、收益更大，而且建设投资成本、后期运维和管理成本更低。所以，大型化是海上风电降低成本的核心。

The industry explained that the large-capacity unit means that the wind energy utilization  efficiency  of the fan in the same location is higher, the income is greater, and the construction investment cost, late operation and management cost is lower. 今年10月，26兆瓦级海上风力发电机组在园区内的东方电气风电（福建）有限公司生产基地下线。这是目前全球单机容量最大、叶轮直径最大的海上风电机组，也是我国风电装备全产业链技术快速进步的最新成果。该机组由3万余个零部件组成，拥有完全自主知识产权，首次实现海上风力发电机组零部件100%国产化。

In October this year, 26 MW offshore wind turbines were rolled off the production line at Dongfang Electric Wind Power (Fujian) Co., LTD. 's production base in the park. This is currently the world's largest single capacity, the largest impeller diameter of the offshore wind turbine, but also China's wind power equipment industry chain technology rapid progress of the latest achievement. The unit consists of more than 30,000 parts, with complete independent intellectual property rights, for the first time to achieve 100% localization of offshore wind turbine parts.

机组容量超过20兆瓦，让东方电气风电股份有限公司科技信息部副部长赵迪十分感慨。他介绍，2010年他刚参加工作时，海上风电机组最大单机容量还停留在2兆瓦以下。为了攀上26兆瓦的高峰，赵迪和同事历经16个月的努力，不断攻克产品规划、概念设计、部件试制、总装配等环节的诸多技术难题，经过一次次试验、一项项对比、一个个攻关，终于成功“登顶”。

26兆瓦海上风电机组轮毂中心高度185米，相当于63层居民楼高，叶轮直径超过310米，扫风面积达7.7万平方米，相当于10.5个标准足球场。在年平均每秒10米的风速下，单台机组每年可输出1亿千瓦时清洁电能，满足5.5万户普通家庭一年生活用电。

The center height of the 26 MW offshore wind turbine hub is 185 meters, equivalent to the height of a 63-story residential building,the diameter of the impeller is more than 310 meters, and the sweeping area is 77,000 square meters, equivalent to 10.5 standard football fields. At an annual average wind speed of 10 meters per second, a single unit can output 100 million KWH of clean electricity per year, which can meet the annual active electricity consumption of 55,000 ordinary families.

自福建三峡海上风电国际产业园投产以来，已陆续下线我国自主研发的6.7兆瓦、8兆瓦、10兆瓦、13兆瓦、13.6兆瓦、16兆瓦、18兆瓦、26兆瓦风机，连续刷新世界纪录。

10月12日，东方电气海上风电研发中心揭牌仪式在福州举行，打造顶层研发平台和原创技术策源地。“未来，可以看到更多东方电气的首台套设备从福清下线。”东方电气风电股份有限公司副总经理王其君说。

海上风电是典型的链条式产业。风电机组大型化持续突破的背后，是福建三峡海上风电国际产业园的全链条共振。

走进园区，一张并不算老的照片，却让人十分感慨：2016年，三峡集团代表第一次到园区选址落地的福清江阴考察时，照片画面上只有一片荒芜的海滩、沙地。

该园区总投资约40亿元，占地1000亩。作为我国首个全产业链海上风电产业园，虽然起步于一片荒滩，但园区对入驻企业有着严格的筛选标准。

“什么样的厂家能够进驻，邀请哪些厂家进驻，我们前期做了无数次论证和调研。”三峡集团福建公司相关负责人介绍，产业集聚不光看企业数量，还要紧密上下游合作，释放集群效应。按照“一盘棋”思想，园区对海上风电产业链上下游进行统筹规划，确保不重复建设，并提供定制化厂房和相应配套，推动产业链加速形成。

通过海上风电场的竞技、比拼，三峡集团为园区选出了一批行业“顶尖高手”。2017年7月，福建三峡海上风电国际产业园主体工程在福清开建。仅用了2年时间，园区就引进了金风科技、东方电气、中国中车、中国水电四局、丹麦LM叶片等龙头企业。

目前，园区入驻企业包括2家主机厂、1家电机厂、1家叶片厂、1家结构件厂、1家控制系统厂等，形成了风力发电机、风机结构件、风机总装、叶片生产等完整的全产业链生产格局，产能、产量、技术水平等均位居全国之首乃至世界前列。

落地园区的江苏中车电机有限公司福清分公司，主要生产6兆瓦以上海上风电机组的永磁直驱发电机。“我们企业主要为金风科技做上游配套，工厂对面就是金风科技的生产车间。发电机在工厂下线后，就可以直接送到对面的金风科技进行风机的整机组装，链条联动非常便利。”该公司工作人员介绍。

The Fuqing branch of Jiangsu CRRC Motor Co., Ltd. in the landing park mainly produces permanent magnet direct drive generators for offshore wind turbines of more than 6 MW. "Our enterprise is mainly for the upstream supporting Goldwind technology, the factory opposite is the production workshop of Goldwind technology." After the generator is off the factory line, it can be directly sent to the opposite Goldwind Technology for the whole assembly of the fan, and the chain linkage is very convenient." The company staff introduced.

记者从福清市工信局获悉，园区正在积极推进二期项目建设。今年8月，园区二期项目——东方电机自控厂房顺利通过验收，正朝着按期投产的目标迅速推进，进一步完善具有国内国际先进水平的海上风电产业链。

The reporter learned from the Fuqing City Industry and Information Bureau that the park is actively promoting the construction of the second phase of the project. In August this year, the second phase of the park project - Dongfang Motor automatic control plantsuccessfully passed the acceptance, is rapidly advancing towards the goal of putting into production on schedule, and further improve the domestic and international advanced level of offshore wind power industry chain.

链条舞动，已经不再局限于产业园之内，而是辐射到我省相关细分领域企业。目前，福建三峡海上风电国际产业园与福建能化集团、福船集团等50余家企业不断深化合作，共同推进我省海上风电产业链创新发展。

2024世界航海装备大会期间，水利水电规划设计总院首席技术专家、副总工谢宏文通过一组数据，介绍了我国海上风电的爆发式增长趋势：截至2023年底，全球风电累计装机约10.21亿千瓦，首次突破10亿千瓦大关，其中海上风电累计装机约7520万千瓦，当年新增约1080万千瓦。中国年新增装机容量连续第六年居世界首位，占全球新增装机的58%。

在海上风电装备制造领域，我国也取得了长足进步。2018年，三峡福清兴化湾海上风电场一期（样机试验风场）项目共布置了14台机位，其中有3台是进口的；2021年，二期项目安装的45台风机全部是国产的，实现了海上风电装备的自主化、国产化。

站在高处远眺福州港江阴港区码头，园区内企业艾尔姆风能福建工厂生产的一片片超长风电叶片整齐排列，等待装船出海。据悉，艾尔姆风能福州工厂是国际领先的风机叶片厂商，是美国通用电气公司GE的权属企业，福建工厂主要生产107米超长叶片，全部出口销售。

Standing at the height overlooking the wharf of Jiangyin Port District of Fuzhou Port, pieces of ultra-long wind power blades produced by the  Fujian factory of Elm Wind Energy, an enterprise in the park, are neatly arranged, waiting to be shipped out to sea. It is reported that Elm Wind power Fuzhou factory is the world's leading fan blade manufacturer, is the United States General Electric company GE ownership enterprises, Fujian factory mainly produces 107 meters of ultra-long blades, all export sales.

今年8月，艾尔姆风能福建工厂生产的8片大功率风电叶片，“乘坐”挪威籍“传威愿景”轮启程远赴英国。据统计，自2022年12月以来，艾尔姆风能福建工厂通过加工贸易方式，从江阴港区申报出口风电叶片173片，货值8.9亿元人民币。

In August this year, eight high-power wind power blades produced  by Elm Wind Energy Fujian factory set off for the United Kingdom on the Norwegian "Chuanwei Vision" ship. According to statistics, since December 2022, the Elm Wind Energy Fujian factory has declared the export of 173 wind power blades from Jiangyin Port Area through processing trade, with a value of 890 million yuan.

为顺应风电装备产业走向世界的需要，福州港江阴港区码头泊位运营企业与艾尔姆风能福建工厂签署合作协议，在江阴港区启用风能集散中心，为塔筒、叶片、主机等风电产业链全线产品搭建了一站式服务平台，积极打造我国海上风电产业外贸出口枢纽港。

In order to meet the needs of the wind power equipment industry to the world, Fuzhou Port Jiangyin Port dock berthing operation enterprises and Elm Wind Energy Fujian Factory signed a cooperation agreement, opened the wind energy distribution center in Jiangyin Port area, built a one-stop  service platform for the tower, blade, host and other wind power industry chain products, and actively built China's offshore wind power industry export hub port.

2020年8月，由园区企业金风科技制造的两台风电机组出口到土耳其，供应给土耳其最大的分散式风电项目。这是“福建造”风电机组首次实现出口。

In August 2020, two wind turbines manufactured by Goldwind Technology, a company in the park, were exported to Turkey to supply Turkey's largest decentralized wind power project. This is the first time that "made in Fujian" wind turbines have been exported.

如今，随着海外市场对风力发电机组的需求增长，园区生产的海上风机叶片、智能风机等产品，已经销往英国、土耳其、坦桑尼亚、埃塞俄比亚、越南、斯里兰卡等国家，初步实现了“从福建走向世界，让中国装备全球”目标。

Today, with the growth of demand for wind turbines in overseas markets, offshore fan blades, intelligent fans and other products produced by the park have been sold to the United Kingdom, Turkey, Tanzania, Ethiopia, Vietnam, Sri Lanka and other countries, initially achieving the goal of "from Fujian to the world, so that China is equipped with global equipment".

据福州海关统计，前三季度，我省出口风力发电机组同比增长21.2%，其中99.5%为自主品牌。从目的地来看，智利是福建风力发电机组主要出口市场，前8个月对其出口3.6亿元，增长170%。

According to the statistics of Fuzhou Customs, in the first three quarters, the export of wind turbines in our province increased by 21.2% year-on-year, of which 99.5% are independent brands. From the point of destination, Chile is the main export market for Fujian wind turbines, with exports of 360 million yuan in the first eight months, an increase of 170%.
