中心三号平台能力提升工程是海上近年来施工周期最长、工作量最多的大型系统工程，包括工艺流程改造、设备设施维修更换、安全隐患治理等近40个项目。海洋采油厂提级管理直接作业环节，配齐配强监护力量，严格承包商监管，配套完善工程技术措施并做好应急处置预案，海上高风险作业始终安全受控。

针对改造工程项目多、直接作业环节多、承包商多的实际，海洋采油厂成立项目专班，统筹做好工程整体运行、安全监管和质量把关。

海洋采油厂还联合各承包商成立风险识别小组，提前对每项施工、每个环节和每道工序进行风险识别，累计识别出风险二十六大类297项风险点，一一制定了管控措施，提升承包商风险防控能力。

In view of the fact that there are many renovation projects, many direct operation links and many contractors, the offshore oil extraction plant has set up a special project team to coordinate the overall operation of the project, safety supervision and quality control.

The offshore oil extraction plant also set up a risk identification team together with contractors to identify risks for each construction, each link and each process in advance, and identified 297 risk points in 26 major categories of risks, and formulated control measures to improve contractors' risk prevention and control capabilities.
