6月20日，河南省住房和城乡建设厅发布关于印发《河南省推进建筑和市政基础设施设备更新改造实施方案》的通知。

内容指出，更新改造存在不满足国家标准规范、国家明令淘汰、节能降碳不达标等问题的设施设备，包括水泵、鼓风机、污泥处理设备、加药设备、监测及自控设备、除臭设备、闸阀及各类专用机械设备等。协同推进污水处理减污降碳增效，建设一批能源资源高效循环利用的绿色低碳标杆污水处理厂。

更新改造高耗能、技术落后、故障频繁、存在安全隐患的环卫设备，包括环卫车辆、中转压缩设备、垃圾焚烧发电成套设备、建筑垃圾资源化利用、可回收物分拣设备等。鼓励更新购置新能源车辆装备以及智能化、无人化环卫作业机具设备。

目标明确，全面摸清全省建筑和市政基础设施领域住宅电梯、供水、供热、供气、污水处理、环卫、城市生命线工程、建筑施工、建筑节能等设施设备底数，健全更新改造政策体系和工作机制，加快开展建筑和市政基础设施设备更新改造工作，消除安全隐患。2024年，启动实施一批技术落后、不满足有关标准规范、节能环保不达标、影响城市运行安全的强制性更新改造项目。2028年底前按计划完成强制性更新改造。

Update and transform high energy consumption, backward technology, frequent failures, and safety hazards of sanitation equipment, including sanitation vehicles, transfer and compression equipment, waste incineration and power generation equipment, construction waste resource utilization, recyclable sorting equipment. Encourage the purchase of new energy vehicles and equipment and intelligent, unmanned environmental sanitation operation equipment.

Clear goals, a comprehensive understanding of the province's construction and municipal infrastructure in the field of residential elevator, water supply, heating, gas supply, sewage treatment, sanitation, urban lifeline engineering, building construction, building energy conservation and other facilities and equipment base, improve the renewal and renovation policy system and working mechanism, accelerate the construction and municipal infrastructure equipment renewal and renovation work, eliminate safety hazards. In 2024, a number of mandatory renovation projects that are backward in technology, fail to meet relevant standards and norms, fail to meet energy conservation and environmental protection standards, and affect the safety of urban operation will be launched. The mandatory renovation will be completed by the end of 2028 as planned.
