近日，公司及绿城水务与横州市住房和城乡建设局签订了《六景工业园区水质净化厂、六景工业园区南部水质净化厂特许经营协议》。公司将与绿城水务在横州市设立项目公司（绿城水务占股51%，公司占股49%。），作为本特许经营权项目实施主体，具体负责本项目的投融资、建设、运营维护等实施工作。项目合计估算总投资约13.7亿元，近期实施约7.02亿元。

该项目实施内容包括六景工业园区水质净化厂、六景工业园区南部水质净化厂，其中：六景工业园区水质净化厂总设计规模为12万m³/d，近期实施一期项目建设规模为5万m³/d；六景工业园区南部水质净化厂总设计规模为6万m³/d，近期实施一期项目建设规模为3万m³/d，设备安装规模为1.5万m³/d。

本项目回报机制为污水处理服务费，即甲方根据本项目污水处理服务费暂定单价或总投资审计确认后的期初单价及对应的结算水量，结合绩效考核结果向乙方按月支付本项目污水处理服务费。本项目中选全投资内部收益率为6.45%。根据现阶段估算总投资及运营成本水平，双方同意本项目暂定污水处理服务费单价分别为：六景工业园区水质净化厂一期污水处理服务费单价：3.79元/m³；六景工业园区南部水质净化厂一期污水处理服务费单价：8.26元/m³。

The implementation of the project includes Liujing Industrial Park water purification plant and Liujing Industrial Park South water purification plant, among which: the total design scale of the Liujing Industrial Park water purification plant is 120,000 m³/d, and the construction scale of the recently implemented phase I project is 50,000 m³/d; The total design scale of the water purification plant in the south of Liujing Industrial Park is 60,000 m³/d, the construction scale of the recently implemented phase I project is 30,000 m³/d, and the equipment installation scale is 15,000 m³/d.

The return mechanism of this project is sewage treatment service fee, that is, Party A shall pay the sewage treatment service fee of this project to Party B on a monthly basis according to the provisional unit price of sewage treatment service fee of this project or the initial unit price after the total investment audit confirmation and the corresponding settlement water amount, combined with the performance appraisal results. The internal rate of return of all selected investments in this project is 6.45%. Based on the estimated total investment and operating cost at this stage, both parties agree that the tentative unit price of sewage treatment service fee for this project is as follows: The unit price of sewage treatment service fee for phase I of Water purification Plant in Liujing Industrial Park is 3.79 yuan /m³; Unit price of Phase I sewage treatment service fee of South Water Purification Plant of Liujing Industrial Park: 8.26 yuan /m³.
