8月14日，深圳市生态环境局发布关于印发《深圳市2024年度碳排放配额分配方案》的通知。

内容指出，根据“十四五”时期深圳市应对气候变化目标、单位生产总值二氧化碳排放下降目标、经济外贸发展趋势、产业发展政策、行业减排潜力、历史配额供需情况等因素，确定2024年度本市碳排放权交易体系配额总量约为3350万吨。年度配额总量由重点排放单位配额和政府储备配额构成，其中重点排放单位配额占比96%、新建项目储备配额占比2%、价格平抑储备配额占比2%。

2024年度重点排放单位配额分配采用行业基准强度法、历史产量强度法、历史排放法、历史增加值强度法。

考虑国内外近期经济、外贸形势等因素，2024年度重点排放单位配额全部免费发放。配额预分配对象为既有重点排放单位，根据该单位2024年度预测经济产出（供电量、供水量、天然气处理量、载客里程、增加值等），结合其对应配额分配方法，按照预估配额数量70%的比例发放2024年度预分配配额。

On August 14, the Shenzhen Municipal Bureau of Ecological Environment issued a notice on the issuance of the "Shenzhen 2024 Carbon Emission Quota Allocation Plan".

The content pointed out that according to the "14th Five-Year Plan" period of Shenzhen's climate change goals, carbon dioxide emissions per unit of GDP reduction targets, economic and foreign trade development trends, industrial development policies, industry emission reduction potential, historical quota supply and demand and other factors, it is determined that the total amount of carbon emission trading system quota in 2024 in the city is about 33.5 million tons. The total annual quota is composed of the quota of key emission units and the government reserve quota, of which the quota of key emission units accounts for 96%, the reserve quota of new projects accounts for 2%, and the reserve quota of price stabilization accounts for 2%.

The allocation of quotas for key emission units in 2024 shall be based on industry benchmark intensity method, historical output intensity method, historical emission method and historical added value intensity method.

Considering the recent economic and foreign trade situation at home and abroad, all quotas for key emission units in 2024 will be issued free of charge. The pre-allocated quota shall be allocated to the existing key emission units according to the forecast economic output (electricity supply, water supply, natural gas processing capacity, passenger mileage, added value, etc.) of the units in 2024, and in combination with the corresponding quota allocation method, according to the proportion of 70% of the estimated quota quantity in 2024.
