内容指出，本规程适用于“无废细胞”建设和评估管理，包括但不限于工厂、园区、工业海岛、畜禽养殖场、小区、乡村、机关(事业单位)、学校、医院(诊所)、酒店(民宿)、小区、景区、机场等类型“无废细胞”。

鼓励各县(市、区)结合区域特色，自主创新，开展除市无废办发布的“无废细胞”类型外的“无废细胞”建设，制定具有本辖区特色亮点的“无废细胞”建设管理规程报市无废办备案，并开展创建工作。

“无废细胞”意向创建单位自愿提出“无废细胞”建设申请。“无废细胞”意向创建单位存在下列情况不得申报:(一)近一年内在湛江市公共信用信息服务平台有记载安全、环保、质量等领域严重失信信息;(二)申报材料不实或涉嫌造假的;(三)发现其他重大问题的。

由各类“无废细胞”牵头部门指定的各县(市、区)牵头部门负责“无废细胞”申报受理及初审工作，指导申报单位填报《湛江市“无废细胞”建设申请承诺书》、《湛江市“无废细胞”建设申请表》等申请材料并提交。重点行业企业、固废量大的单位(年产固体废物大于10000吨)还需提交“无废细胞”创建实施方案。

This regulation is applicable to the construction and eva luation management of "waste free cells", including but not limited to factories, parks, industrial islands, livestock and poultry farms, communities, villages, organs (institutions), schools, hospitals (clinics), hotels (B&Bs), communities, scenic spots, airports and other types of "waste free cells".

Encourage all counties (cities and districts) to carry out independent innovation in combination with regional characteristics, carry out the construction of "waste free cells" in addition to the types of "waste free cells" issued by the Municipal Waste Free Office, formulate "waste free cell" construction management regulations with the characteristics of the jurisdiction and report to the Municipal Waste Free Office for the record, and carry out the creation work.

"No waste cells" intention to create a voluntary "no waste cells" application. "No waste cells" intention to create units shall not be declared under the following circumstances :(1) within the past year in Zhanjiang City public credit information service platform recorded in the field of safety, environmental protection, quality and other serious dishonesty information; (2) the application materials are untrue or suspected of fraud; (3) Other major problems are found.

The county (city, district) leading departments designated by various "waste free cell" leading departments are responsible for the acceptance and preliminary review of "waste free cell" declaration, and guide the reporting units to fill in and submit application materials such as "Zhanjiang City" waste free Cell "construction Application Letter" and "Zhanjiang City" Waste Free Cell Construction Application Form ". Enterprises in key industries and units with large amounts of solid waste (with an annual output of solid waste greater than 10,000 tons) are also required to submit the implementation plan for the creation of "waste free cells".
