8月30日，射阳县人民政府发布关于印发《射阳县空气质量持续改善行动计划实施方案》的通知。

内容指出，强化扬尘污染治理攻坚。持续开展“清洁城市行动”。聚焦施工工地、裸露地块、港口码头、城市道路、城乡结合部等重点领域区域开展扬尘治理攻坚，道路、水利等长距离线性工程实行分段施工。鼓励推广使用新能源渣土运输车辆。

强化VOCs全流程、全环节综合治理。鼓励储罐使用低泄漏的呼吸阀、紧急泄压阀，定期开展密封性检测。企业不得将火炬燃烧装置作为日常大气污染处理设施。2024年年底前，经开区、港开区、高纺园、高创园建立统一的泄漏检测与修复信息管理平台，完成一轮泄漏检测与修复实施效果抽测评估；建立分环节、分物种管控清单，实施高排放关键活性物种“指纹化”监测监控和靶向治理，到2025年，VOCs浓度比2021年下降20%。

开展城市空气质量达标管理。空气质量未达标时编制实施大气环境质量限期达标规划，明确达标路线图及重点任务，并向社会公开。推进PM2.5和臭氧协同控制，持续巩固改善空气质量。

目标明确，到2025年，全县PM2.5浓度比2020年下降10%以上、重度及以上污染天数比率控制在0.2%以内；NOx和VOCs排放总量比2020年下降10%以上，完成省市下达的减排目标。

We will carry out management of urban air quality to meet standards. When the air quality fails to meet the standards, a plan for achieving atmospheric environmental quality within a specified time limit shall be formulated and implemented, and the roadmap and key tasks shall be clearly defined and disclosed to the public. We will promote coordinated control of PM2.5 and ozone and continue to consolidate and improve air quality.

The goal is clear: By 2025, the county's PM2.5 concentration will be reduced by more than 10% over 2020, and the proportion of days with heavy or above pollution will be controlled within 0.2%; The total emission of NOx and VOCs will be reduced by more than 10% from 2020, and the emission reduction targets issued by provinces and cities will be fulfilled.
