The 15th edition of IGU's annual Global LNG Report, released today, found that global LNG trade grew by 2.1% in 2023, totaling more than 401 million tonnes (MT). This global market now connects 20 export markets with 51 import markets, and supply is currently the main factor limiting growth. After two years of severe turbulence, the LNG market has regained balance, but this balance is very fragile because of the lack of spare supply in the short term.

LNG has become a key component of the global energy mix and its role as a flexible, efficient and reliable resource is growing, so decarbonizing the LNG value chain is a priority for many stakeholders in the sector. Several proposed projects are taking innovative measures to reduce emissions to meet this demand by integrating renewable electricity, carbon capture and storage, collaborating to develop green methane, and developing bio-liquefied natural gas or biomethane. Liquefied biomethane is produced from biogas collected and purified from landfills, agricultural waste, or other feedstocks.

Over the past 24 months, the growth in LNG receiving capacity has been influencing the development of the market as it reached a staggering 1,029.9 MTPA at the end of February 2024. Nearly 70 MTPA was added in 2023, the highest year for new reception capacity since 2010. Europe was the region with the largest new reception capacity, adding 30 MTPA, followed by Asia with 26.9 MTPA and Asia Pacific with 13 MTPA. The Philippines and Vietnam joined the ranks of LNG importers for the first time in 2023.

Supply remains constrained, with Indonesia adding 3.8 MTPA at Tangguh LNG up only 0.8% year-on-year. However, as a result of new FID and the start-up of projects currently under construction, global liquefaction capacity is likely to grow to more than 700 MTPA by 2030 to support growing demand, especially in the growing Asian market, where coal to gas is an important decarbonization and air quality improvement strategy.

LNG exports are dominated by the United States, which becomes the largest producer and exporter (84.53 MT in 2023 and 75.63 MT in 2022), followed by Australia (79.56 MT), Qatar (78.22 MT) and Russia (31.36 MT).

In 2023, spot LNG prices fell to levels acceptable for a resumption of import growth in Asia, as the Platts JKM price averaged $13.86 / mmBTU for the full year, while the average annual price volatility fell sharply from 2022 levels, but remained above pre-crisis levels. China was once again the largest LNG importer, importing 71.19 MT. Japan and South Korea remained in second and third place despite declining annual imports. India moved back into fourth place, with lower spot prices leading to increased demand. Europe also consolidated its position as an LNG import heavyweight, with imports reaching 121.29 MT in 2023, maintaining its position as the second largest importer. With LNG supplying nearly half of Europe's gas, competition between Asian and European markets remains a key market dynamic.

The global LNG market continues to evolve at a rapid pace in response to growing gas demand in emerging markets, increasing and diversifying the number of market players, and accelerating technology development and innovation. The LNG industry is no longer just a game for big markets or big companies, with portfolio players playing an increasingly important role. In 2023, about 180 companies were involved in LNG deliveries under term contracts, with about 35% of the deals priced on spot.

However, the supply-constrained market faces several major uncertainties that make its current equilibrium fragile. The main sources of this uncertainty include: the Biden administration's suspension of approvals for non-FTA LNG projects, which could delay the addition of more than 70 MTPA of capacity; Sanctions on Russian LNG, affecting nearly 20 MTPA of expected capacity; Ukraine may not extend the Russian gas transit agreement at the end of 2024; Shipyard bottleneck; Persistent security risks in the Middle East; And declining supplies from some natural gas fields.
