中国海油旗下海洋石油工程股份有限公司(简称“海油工程”)6月26日发布消息称,该公司所属海洋石油工程(青岛)有限公司承建的卡塔尔ISND5-2项目当日在山东省青岛西海岸新区开工建造。该项目是中国企业承揽的业务品类最丰富、工作内容最复杂的国际海上油气田总承包项目,标志着中国海洋工程总承包能力迈上新台阶。

卡塔尔ISND5-2项目由卡塔尔能源公司投资开发,位于阿拉伯湾卡塔尔半岛以东80公里,所处海域最大水深约35米。项目内容包括3座重约1300吨的井口平台、9条海管、5条脐带缆、4座水下橇块的设计、采办、建造、运输、安装、调试等工作。

海油工程卡塔尔ISND5-2总包项目高级项目经理鞠文杰介绍说,该项目整体工期为43个月,合同金额约为22.16亿卡塔尔里亚尔,折合人民币约44.37亿元。该项目的业务品类之多、工作内容之复杂,均创中国承揽的国际海上油气田总承包项目纪录。

据介绍,卡塔尔ISND5-2项目平台施工海域海底管道密集、脐带缆交叉跨越多,交叉处理点达247个,海管路由规划设计难度极大,项目的导管架飞溅区全部采用蒙乃尔合金板包覆,导管最小壁厚仅为12.5毫米,极易发生焊接变形,对建造施工和质量控制均提出很大挑战。

海油工程卡塔尔ISND5-2项目建造经理刘凯表示,面对困难,项目团队整合优势资源,集中研判技术要求和合同条款,梳理识别项目重点难点,通过管理前置和风险预判,制定详细周密的项目计划和质量管理方案。他表示,项目团队突出精细化、标准化管控,以强化组织管理为助力,高标准、高质量推动卡塔尔ISND5-2项目的开展。

据悉,卡塔尔ISND5-2项目是海油工程继卡塔尔NFA项目和NFPS COMP2项目之后再次承揽的卡塔尔油气田建设项目。近年来,海油工程深耕中东市场,与沙特阿美、卡塔尔国油等中东石油公司建立了较好的合作关系,先后承揽了马赞、沙特CRPO122、卡塔尔ISND5-2等项目,国际工程总包商总承包能力获得中东市场认可。

Qatar ISND5-2 project, invested and developed by Qatar Energy Company, is located 80 kilometers east of the Qatar Peninsula in the Arabian Gulf, with a maximum water depth of about 35 meters. The project includes the design, acquisition, construction, transportation, installation and commissioning of 3 wellhead platforms weighing about 1300 tons, 9 sea pipes, 5 umbilical cables and 4 underwater skids.

Ju Wenjie, senior project manager of CNOOC Qatar ISND2-2 total contract project, said that the overall project duration is 43 months, and the contract amount is about 2.216 billion Qatari riyals, equivalent to about 4.437 billion yuan. The number of business categories and the complexity of the work content of the project set a record for the international offshore oil and gas field general contract project contracted by China.

According to reports, the construction area of Qatar ISND5-2 project platform has dense submarine pipelines, many umbilical cables cross over, and 247 cross treatment points. The planning and design of Marine pipelines are extremely difficult. The splash area of the jacket of the project is all covered with Monel alloy plate, and the minimum wall thickness of the conduit is only 12.5 mm, which is prone to welding deformation. It poses great challenges to construction and quality control.

Cnooc Qatar ISND5-2 project construction manager Liu Kai said that in the face of difficulties, the project team integrated superior resources, focused on the research and judgment of technical requirements and contract terms, sorted out and identified the key difficulties of the project, and developed a detailed project plan and quality management plan through management and risk prediction. He said that the project team highlighted fine, standardized management and control, with the help of strengthening organizational management, high standards and high quality to promote the development of Qatar ISND5-2 project.

It is reported that the Qatar ISND5-2 project is a Qatari oil and gas field construction project contracted by CNOOC after the Qatar NFA project and NFPS COMP2 project. In recent years, CNOOC has deeply cultivated the Middle East market, established a good cooperative relationship with Middle East oil companies such as Saudi Aramco and Qatar National Oil, and successively contracted Mazan, Saudi CRPO122, Qatar ISND5-2 and other projects, and the general contracting capacity of international engineering contractors has been recognized by the Middle East market.
