时间回溯到3月13日，“文成”号在该站靠泊接卸LNG 7万余吨。这些天然气将源源不断地输送到千家万户，为保障长三角地区天然气供应稳定添满“底气”。“6天内进靠2艘LNG船，和平时相比，接收站 LNG船到港频率显著增加。”广汇总经理杜建喜说，“自2017年6月开始运行，广汇启东LNG接收站已累计进港天然气运输船149艘次，超110亿方。在海关的保障下，目前我们从船舶到港到货物放行，不到24小时就能完成。”

当天报关当天放行，快速通关的背后是启东海关保障产业链供应链、服务企业的生动实践。天然气运输船的靠泊受天气等因素影响较大，作业时间不定，且进口LNG定价方式复杂，涉及报关单证多。为节约企业通关成本，启东海关成立进口LNG保供工作专班，多次到企业调研，宣讲海关促进外贸保稳提质措施，梳理通关流程，打通企业LNG进口过程中的难点堵点。指导企业利用“提前申报”“两步申报”等便利化模式，前置审核危化品单证；加强关企信息互通，详细了解船舶航行计划、靠港作业安排，“一船一策”制定登临检疫方案；试点运用第三方采信，指导企业实验室顺利通过CNAS认证，将LNG品质检测前移，实现LNG“即到即卸”“即卸即检”“快检快放”。7年来，启东海关不断优化货物监管流程，用协同、全面服务实现了运输工具检疫、进口LNG价格备案、货物报关、税费担保、查验放行一天内完成。

为确保能源资源、重要产业链供应链安全，启东海关在持续优化通关的基础上，开展“关长送政策上门”，详细讲解海关各项政策规定，让企业申报省心、通关省时、项目省钱。“我们了解到前两年受地缘政治冲突影响，国际原油价格上涨，广汇经营成本不断增加，进口量也大幅下降。”启东海关副关长顾耘说。在了解企业困难后，启东海关根据企业实际，深挖AEO政策红利，“一企一策”靶向解决企业实际问题，从国际市场分析、生产计划等方面推动海关保稳提质政策应用落地、释放红利，帮助企业运用关税保证保险、对美加征关税排除等政策，降低企业通关成本。同时，加强对广汇LNG接收站码头的日常管理，根据安全生产实际，制定应急预案，提升防风险实战能力，保障液化天然气进口作业安全。
