项目位于哈萨克斯坦阿特劳州的卡拉巴丹经济特区，旨在利用哈萨克斯坦最大的油田——田吉兹油田所分离的乙烷原料，建设一套年产能125万吨的聚乙烯装置。

项目采用国际先进技术许可工艺，可生产约22种具有高市场需求的聚乙烯产品，将广泛应用于包装、汽车零部件和建筑材料等多个行业。

中国石化总经理赵东表示，该项目是双方在石油化工领域的深度合作，标志着中国石化与哈国油的合作迈上新台阶。中国石化在聚乙烯产业链方面拥有优势，哈国油拥有本土能力及资源优势，本次合作双方将充分结合彼此优势，共同推动Silleno项目顺利实施，为两国的友好合作关系注入新的活力、为共同发展开辟新的空间。

哈国油主席米尔扎卡里耶夫表示，我们非常欢迎中国石化成为我们的合作伙伴。Silleno项目是哈萨克斯坦大力发展石化产业并进一步延伸产业链的标志，对国家经济发展具有重要意义，项目的落地将有助于减少哈萨克斯坦对该产品的进口依赖。中国石化丰富的行业经验和专业的技术储备，将为该项目的成功实施作出积极贡献。

据悉，目前该项目处于扩展基础设计（EBD）阶段，预计股东方将于2024年内完成最终的投资决策。项目预计建设期和运营期将创造岗位约8800个，投产后贡献哈萨克斯坦GDP份额约1.2%，为地区社会稳定和创造新的就业机会做出重要贡献。

The project is located in the Kalabadan Special Economic Zone in the Atrau region of Kazakhstan and aims to build a polyethylene plant with an annual capacity of 1.25 million tons using ethane feedstock separated from the Tengiz oil field, the largest oil field in Kazakhstan.

The project adopts the international advanced technology licensing process, which can produce about 22 kinds of polyethylene products with high market demand, and will be widely used in many industries such as packaging, auto parts and building materials.

Zhao Dong, general manager of Sinopec, said that the project is a deep cooperation between the two sides in the field of petrochemical, marking a new level of cooperation between Sinopec and Kazakhstan. Sinopec has advantages in the polyethylene industry chain, and Kazakhstan Oil has advantages in local capabilities and resources. The two sides will fully combine their advantages to jointly promote the smooth implementation of the Silleno project, inject new vitality into the friendly cooperation between the two countries and open up new space for common development.

Kazakh Oil Chairman Mirzakariyev said that we are very welcome to Sinopec as our partner. The Silleno project is a symbol of Kazakhstan's efforts to develop the petrochemical industry and further extend the industrial chain, which is of great significance to the country's economic development, and the implementation of the project will help reduce Kazakhstan's dependence on imports of this product. Sinopec's rich industry experience and professional technical reserves will make positive contributions to the successful implementation of the project.

The project is currently in the Extended Foundation Design (EBD) phase and shareholders are expected to make a final investment decision by 2024. The project is expected to create about 8,800 jobs during the construction and operation period, and contribute about 1.2% of Kazakhstan's GDP after production, making an important contribution to regional social stability and creating new job opportunities.
