2023年山西省强化财政支持保障职能，共下达30.63亿元支持“一泓清水入黄河”项目建设。今年，省财政将切实加大支持力度，聚焦项目资金需求，结合事权和支出责任相匹配原则，足额安排省级资金50.54亿元，全力保障"一泓清水入黄河"工程项目建设。

农业农村领域

安排7.21亿元重点支持高标准农田建设，通过合理规划农田布局，保护自然生态系统稳定，防治水土流失和水资源浪费；

水利领域

安排16.49亿元支持防洪能力提升、河流生态廊道建设工程、水土保持治理、河湖生态修复等方面重点工程，通过改善流域生态环境助力水质提升；

自然资源领域

安排7.54亿元支持临汾历史遗留废弃矿山生态修复、吕梁山西麓山水林田湖草沙一体化保护和修复国家示范工程建设，全力支持国家示范工程按续推进；

生态环境领域

安排15.79亿元全额保障监测体系和检测能力现代化等省级事权项目建设，支持市县继续实施工业园区中水回用、尾水水质提升、农村环境整治重点项目，全方位助力水污染治理和水环境保护；

住建领域

安排2.91亿元支持城镇污水处理设施新建扩容及提质项目、城镇再生水利用项目、城市排水防涝项目等项目，着力改善城乡水环境质量；

林草领域

安排0.6亿元支持国家国土绿化试点示范项目建设，助力国家试点任务顺利推进。

This year, the provincial finance will effectively increase support, focus on the project capital needs, combined with the principle of matching powers and expenditure responsibilities, fully arrange provincial funds of 5.054 billion yuan, and fully guarantee the construction of the "One clean water into the Yellow River" project.

Agricultural and rural fields

721 million yuan will be allocated to support the development of high-standard farmland, ensure the stability of natural ecosystems and prevent soil erosion and waste of water resources through rational planning of farmland layout.

Water conservancy field

1.649 billion yuan will be allocated to support key projects in improving flood control capacity, river ecological corridor construction, soil and water conservation, and river and lake ecological restoration, to help improve water quality by improving the ecological environment of river basins.

Natural resources field

754 million yuan will be allocated to support the ecological restoration of abandoned mines left over from history in Linfen and the construction of national demonstration projects for the integrated protection and restoration of mountains, forests, fields, lakes, grass and sand in the western foothill of Luliang Mountain, and we will fully support the continued progress of national demonstration projects.

Ecological environment field

1.579 billion yuan was allocated to fully guarantee the construction of provincial-level projects such as the modernization of the monitoring system and testing capacity, and to support cities and counties in continuing to implement key projects for the reuse of water in industrial parks, the improvement of tailwater quality, and the improvement of the rural environment, so as to comprehensively support water pollution control and water environmental protection.

Housing field

A total of 291 million yuan will be allocated to support projects such as the construction, expansion and upgrading of urban sewage treatment facilities, urban reclaimed water utilization projects, and urban drainage and waterlogging prevention projects to improve the quality of urban and rural water environments.

Forest and grassland domain

A total of 60 million yuan will be allocated to support the development of pilot and demonstration projects on national land greening to help smooth the implementation of national pilot projects.
