近日,浙江温州市鹿城区人民政府发布关于印发温州市鹿城区推动大规模设备更新和消费品以旧换新若干举措的通知。

内容指出,推动生态环境领域实验室科研技术设备改造,推进生态环境监测领域设备更新和智能化改造,到2027年完成2个省控断面监测水站智能运维改造。推动锅炉等特种设备除尘、脱硫、脱硝、挥发性有机物治理设施改造更新和脱氮设备安装。开展供水、供气、供热、污水处理等市政基础设施更新,到2027年新建改造燃气管道50公里以上、新建污水管网5公里以上。到2027年改造市政排水管网30公里以上、垃圾转运站2座。

建立完善回收站点、分拣中心和集散交易市场一体化的废旧物资回收体系,形成统一的回收供应链渠道,推动产业规范化,到2025年新建分拣中心面积达1.8万平方米,到2027年形成全区全覆盖的回收体系。探索建设与生活垃圾分类、工业固废处置等基础设施“多网融合”“多能合一”的回收处置基础设施网络,培育2家再生资源回收重点企业。

支持企业积极参与再生塑料、绿色制造等资源循环利用国家标准制修订,推进材料和零部件易回收、易拆解、易再生、再制造等绿色设计标准实施。

Establish and improve the waste materials recycling system with the integration of recycling stations, sorting centers and distribution and trading markets, form a unified recycling supply chain channel, promote industrial standardization, and build a new sorting center area of 18,000 square meters by 2025, and form a recovery system covering the whole region by 2027. Explore the construction of a "multi-network integration" and "multi-energy integration" recycling and disposal infrastructure network with domestic waste classification, industrial solid waste disposal and other infrastructure, and cultivate two key enterprises of renewable resource recycling.

Support enterprises to actively participate in the revision of national standards for the recycling of resources such as recycled plastics and green manufacturing, and promote the implementation of green design standards for materials and parts that are easy to recycle, easy to disassemble, easy to recycle, and easy to remanufacture.
