引绰济辽工程是国务院确定的“十三五”期间实施的172项节水供水重大水利工程之一，由文得根水利枢纽和输水工程两大部分组成。

文得根水利枢纽是引绰济辽工程的水源工程，位于兴安盟扎赉特旗音德尔镇上游90公里处。主坝坝顶长1358米、宽8米，最大坝高48米，水库总库容19.64亿立方米，调节库容15.18亿立方米，正常蓄水位377米。总计安装4台（3大+1小）混流式水轮发电机组，总装机容量36兆瓦。预计平均年发电量达8315万千瓦时，可满足2万多户家庭年用电需求，每年可节约标准煤2.6万吨，减排二氧化碳约6.76万吨。

文得根水利枢纽大坝长1358米，是首次在国内严寒地区采用沥青最高标号110号水工沥青混凝土施工的最长大坝，确保了沥青混凝土低温抗应变能力和大坝防渗效果。使用自动焊接机器人焊接发电厂房引水发电洞压力钢管，实现焊接质量一次验收合格。文得根水利枢纽的建成，实现了防洪、水资源配置、发电等综合效益，能够抵御百年一遇洪水。

The project is one of the 172 major water-saving and water-supply water conservancy projects implemented during the "13th Five-Year Plan" period determined by The State Council, which consists of two major parts: the Wendegen Water Conservancy Project and the water transmission project.

Wendegen Water Conservancy Project is the water source project of Yichao Jiliao project, located 90 kilometers upstream of Yinde Town, Jalaid Banner, Hinggan League. The top of the main dam is 1358 meters long, 8 meters wide, and the maximum dam is 48 meters high. The total storage capacity of the reservoir is 1.964 billion cubic meters, the regulated storage capacity is 1.518 billion cubic meters, and the normal storage level is 377 meters. A total of 4 (3 large +1 small) mixed-flow turbine generating units were installed, with a total installed capacity of 36 MW. It is expected that the average annual power generation will reach 83.15 million KWH, which can meet the annual electricity demand of more than 20,000 households, save 26,000 tons of standard coal every year, and reduce about 67,600 tons of carbon dioxide.

With a length of 1358 meters, the Wendgen Dam is the longest dam constructed with the highest asphalt grade No. 110 hydraulic asphalt concrete in the cold area of China for the first time, which ensures the low-temperature strain resistance of asphalt concrete and the anti-seepage effect of the dam. The automatic welding robot is used to weld the pressure steel pipe in the power generation tunnel of the power plant, and the welding quality is qualified once. The completion of the Wendgen Water Conservancy project has achieved comprehensive benefits such as flood control, water resources allocation and power generation, and can withstand the once-in-100-year flood.
