Naturalgas, be it in liquefied, or condensed form or be it trapped in conventional orunconventional reservoirs, is leading China’s energy revolution, which willsignificantly transform the country’s energy production, trade, transmission,logistics and utilization landscape. Natural gas is the linchpin on thegovernment planning board to reform the country’s industry structure. In thecountry’s energy development roadmap till 2020, the State Council, China’s highest governing body, has called forraising the gas consumption so that it will account for more than 10% in thetotal energy consumption mix. The government pegs the gas demand in 2020 at 360billion cubic metres, including 185 Bcm from domestic production, 60 Bcm fromshale gas and coal-bed methane operations and remainder 120 Bcm to come fromimports.

Thegas development with such a huge magnitude has unleashed unparalleled businessopportunities not seen anywhere in the world. However, the gas development inboth upstream and downstream segments have also caused many complexities andconfusions derived from lack of an optimal gas policy framework, government-administeredgas price regime, insufficient gas infrastructures and inadequate purchasingpower.
