8月20日，榆中县人民政府再次发布《榆中县“千乡万村驭风行动”试点项目投资主体竞争性优选公告》。

榆中县“千乡万村驭风行动”试点项目位于榆中县金崖镇瓦子岘村和哈岘乡纪尔村，总规模不超过40兆瓦，单个试点村项目规模不超过20兆瓦，2个试点项目共建110千伏汇集升压站1座，初定于升压站以1回110千伏线路接入就近330千伏汇集升压站（最终由投资主体负责落实接入条件）。

项目采取先资格入围后按支持县域经济发展、与项目建设所在村村集体合作模式及带动村集体收益、确保2025年6月底前建成投产三大要素采取综合评判的方式确定试点项目业主企业，2个试点项目确定一个业主企业。

要求项目2024年底完成审批，2025年6月底前建成投产。企业自行承担建设费用和风险，负责项目的设计、投资、建设以及工程竣工后的运营、维护等工作。

在经营期及上网电价方面，本次竞争项目为保障性并网项目，由投资主体负责落实接入条件，经营期及上网电价按国家适用政策执行。

在配储方面，项目新增储能不低于项目规模的10％，储能设施要求连续储能时长不低于2小时。储能比例达不到最低要求的，不得参与本次竞争。

Yuzhong County "thousands of villages wind control action" pilot project is located in Yuzhong County Jinya Town Wazixian village and Haxian Township Ji 'er village, the total scale does not exceed 40 MW, a single pilot village project scale does not exceed 20 MW, 2 pilot projects to build a 110 kV collection boost station, Initially, the booster station is connected to the nearest 330 kV gathering booster station with a 110-kV line (the final investment subject is responsible for implementing the access conditions).

The project adopts the comprehensive eva luation method to determine the owner enterprise of the pilot project after the qualification is shortlisted according to the three elements of supporting the county economic development, the collective cooperation mode with the village where the project is built and the collective income of the village is driven, and the three elements of ensuring the completion and operation before the end of June 2025, and the two pilot projects determine one owner enterprise.

The project is required to complete approval by the end of 2024 and be completed and put into operation by the end of June 2025. The enterprise shall bear the construction costs and risks by itself, and shall be responsible for the design, investment and construction of the project, as well as the operation and maintenance after the completion of the project.

In terms of operation period and on-grid price, this competition project is a guaranteed grid-connected project, and the investment subject is responsible for implementing the access conditions, and the operation period and on-grid price are implemented according to the applicable national policies.

In terms of storage allocation, the new energy storage of the project is not less than 10% of the project scale, and the energy storage facilities require continuous energy storage duration of not less than 2 hours. Energy storage ratio does not meet the minimum requirements, shall not participate in this competition.
