10月15日，中国能建国际集团党委书记、董事长吕泽翔在京与哈萨克斯坦萨姆鲁克-卡泽纳国家主权基金主席扎库波夫举行会谈，双方就增进战略互信，加强沟通对接，推动共建“一带一路”倡议与“公正哈萨克斯坦”经济政策对接，推进新能源、新型电网、风电、燃机等多领域投资建设合作进行深入交流并共同见证新能源项目联合开发协议签署。

吕泽翔对萨姆鲁克-卡泽纳国家主权基金对中国能建在哈业务的支持表示感谢。他表示，中哈高层交往密切，两国围绕共建“一带一路”取得了丰富硕果，这为双方在哈能源和基础设施领域投资建设合作提供了广阔空间。中国能建愿继续发挥规划引领和投资牵引优势，与萨姆鲁克-卡泽纳国家主权基金及下属企业持续深化战略对接，尽快推动新能源等重点合作项目落实落地，同时加大行业技术交流，共同探讨在哈新型电网规划研究以及老旧电站环保改造、火电站升级与改造、风电、燃气电站、水务、建材等领域投资合作机会，携手打造更多“一带一路”合作标杆项目，助力构建中哈命运共同体。

扎库波夫主席对中国能建在全球能源电力领域的实力和业绩表示高度赞赏。他表示，萨姆鲁克-卡泽纳国家主权基金下辖企业和机构几乎涵盖了哈国内所有支柱产业和金融服务领域，旗下设有萨姆鲁克能源公司和哈萨克斯坦电网公司，旨在服务哈萨克斯坦能源发展、能源现代化、能源安全等长期能源战略。中国能建是值得信赖的合作伙伴，萨姆鲁克-卡泽纳国家主权基金愿充分发挥自身优势，与中国能建加强沟通对接，加大信息共享，推动重点项目落地，同时积极支持下属企业、机构等与中国能建创新合作模式，携手推动电网规划、新能源、风电等领域更多项目合作，助力哈中能源电力领域合作提质升级。
