国家和政府对于燃气安全高度重视,国务院、住建部、应急管理部等多部门相继出台一系列政策和文件指导燃气安全管理。2021年12月30日国务院印发《"十四五"国家应急体系规划》,文件要求"充分利用物联网、工业互联网、遥感、视频识别、第五代移动通信(5G)等技术提高灾害事故监测感知能力。推进自主可控核心技术在关键软硬件和技术装备中的规模应用。推进城市电力、燃气、供水、排水管网和桥梁等城市生命线及地质灾害隐患点、重大危险源的城乡安全监测预警网络建设等"。2022年6月10日国务院办公厅发布《城市燃气管道等老化更新改造实施方案(2022-2025年)》明确要求"结合更新改造同步在燃气管道重要节点安装智能化感知设备,完善智能监控系统,实现智慧运行"。2023年5月11日,住房和城乡建设部在合肥市召开推进城市基础设施生命线安全工程现场会。强调要推进配套建设物联智能感知设备,逐步实现对城市基础设施生命线运行数据的全面感知、自动采集、监测分析、预警上报。

同时,燃气行业同步推进智能化改造,运用物联网、智能化、数字化等手段提高安全生产监测预警能力,将人防、技防、物防有机结合,及时发现并消除隐患。

以华中某区域楼栋调压箱安装了航天能源数字控制器SG-TCU产品成功实现泄漏安全预警的事件为例,某日上午9点25分26秒,调度中心的安全预警平台(我司承建)监控发现进口压力由128.62kPa下降到48.15kPa,平台发出超下限报警,SG-TCU设备自动启动加速采集模式,采集频率由分钟级变为秒级,通过连续监测数据发现进口压力持续超下限报警,并于9点25分30秒压力迅速降低至0kPa。同时调度人员收到报警短信提醒。调度人员通过平台迅速定位发出报警的SG-TCU,并由巡线人员快速赶往现场排查原因,最终确定原因是由于附近施工挖断燃气管道,燃气公司按照应急预案迅速抢修恢复供气。回顾事件过程航天能源数字控制器产品和安全预警平台充分发挥了安全监测预警的作用,为燃气管网安全运行保驾护航。

Promote the construction of urban and rural safety monitoring and early warning networks for urban lifelines such as urban electricity, gas, water supply, drainage networks and Bridges, as well as potential geological disaster points and major hazard sources." On June 10, 2022, The General Office of the State Council issued the Implementation Plan for Aging Renewal and Renovation of Urban Gas Pipelines (2022-2025), which clearly requires that "intelligent sensing devices should be installed at important nodes of gas pipelines in combination with the renewal and renovation, and intelligent monitoring systems should be improved to achieve intelligent operation." On May 11, 2023, the Ministry of Housing and Urban-Rural Development held an on-site meeting in Hefei to promote the lifeline safety project of urban infrastructure. It is stressed that it is necessary to promote the construction of supporting iot intelligent sensing equipment, and gradually realize the comprehensive perception, automatic collection, monitoring and analysis of the operation data of urban infrastructure lifeline, and early warning and reporting.

At the same time, the gas industry synchronously promotes intelligent transformation, uses the Internet of Things, intelligence, digital and other means to improve production safety monitoring and early warning capabilities, organically combines civil air defense, technical defense, and physical defense, and timely finds and eliminates hidden dangers.

For example, in a building pressure regulator in Central China, space energy digital controller SG-TCU products successfully realized leakage safety warning events. At 9:25 am 26 seconds on a certain day, the safety warning platform of the dispatch center (built by our company) monitored and found that the import pressure dropped from 128.62kPa to 48.15kPa, and the platform issued an alarm over the lower limit. The SG-TCU equipment automatically started the accelerated acquisition mode, and the acquisition frequency changed from minute level to second level. Through continuous monitoring data, it was found that the inlet pressure continued to exceed the lower limit alarm, and the pressure quickly decreased to 0kPa at 9:25 minutes and 30 seconds. At the same time, the dispatcher received an alarm SMS reminder. The dispatch personnel quickly located the SG-TCU that issued the alarm through the platform, and the patrol personnel quickly rushed to the scene to investigate the cause, and finally determined that the cause was due to the nearby construction and dug out the gas pipeline, and the gas company quickly repaired and restored the gas supply according to the emergency plan. The space energy digital controller products and the safety early warning platform have fully played the role of safety monitoring and early warning, escorting the safe operation of the gas pipeline network.
