本次加注是舟山港外锚地常态化开展LNG海上加注业务的首单作业,标志着舟山成为世界上少数具备国际班轮保税LNG海上锚地加注功能的港口,舟山国际海事服务基地配套服务能力进一步提升。

作为东北亚国际航行船舶燃料主要补给港,近年来,舟山积极响应清洁能源发展,提升港口服务能级,依托中国(浙江)自由贸易试验区油气全产业链政策和丰富的锚地资源优势,大力培育海上LNG加注新业务。

2023年8月,在舟山衢山临时锚地,全国首单散货船港外锚地“船对船”液化天然气试点加注作业顺利完成,为常态化加注积累了经验。

“去年试点加注顺利完成后,我们经过复盘总结,提出优化建议清单,包括组织协调、航线设计、靠泊衬垫布置、企业制度、应急预案等方面,协同相关部门和加注单位逐一优化到位,逐步探索和完善海上锚地船舶LNG常态化加注作业的安全监管和服务保障措施。”舟山海事局危管防污处副处长许宏达如是说。

许宏达表示,锚地水文气象复杂,为推动港外锚地LNG常态化加注作业,该局还与港航、海关、边检、自贸区协调局、商务、应急等多部门高效联动,围绕锚地选址、通航安全、护航方案、应急保障等方面开展了大量的探索研究和评估论证。

This refueling is the first operation of the regular LNG offshore refueling business in the outer anchorage of Zhoushan Port, marking that Zhoushan has become one of the few ports in the world with the refueling function of international liner bonded LNG offshore anchorage, and the supporting service capacity of Zhoushan International Maritime Service Base has been further improved.

As the main fuel supply port of international navigation vessels in Northeast Asia, Zhoushan has actively responded to the development of clean energy in recent years, upgraded the port service level, relied on the policy of the whole industry chain of oil and gas in the China (Zhejiang) Pilot Free Trade Zone and the advantages of rich anchorage resources, and vigorously cultivated new business of offshore LNG refueling.

In August 2023, in Zhoushan Qushan temporary anchorage, the "ship-to-ship" LNG pilot refueling operation of the country's first single bulk carrier outside the port anchorage was successfully completed, accumulating experience for normal refueling.

"After the successful completion of the pilot refueling last year, we made a review summary and put forward a list of optimization suggestions, including organization and coordination, route design, berthing liner layout, enterprise system, emergency plan and other aspects, and cooperated with relevant departments and refueling units to optimize and put in place one by one, and gradually explored and improved safety supervision and service guarantee measures for the normal refueling operations of ships LNG at sea anchorage." Xu Hongda, deputy director of the pollution prevention department of Zhoushan Maritime Safety Bureau, said.

Xu Hongda said that the hydrometeorology of the anchorage is complex, and in order to promote the normal refueling operation of LNG in the anchorage outside the port, the bureau also efficiently linked with the port and shipping, customs, border inspection, free trade zone coordination Bureau, commerce, emergency and other departments, and carried out a lot of exploration, research and eva luation on the anchorage site selection, navigation safety, escort plan, emergency support and other aspects.
