国家能源局发布了2024年能源领域行业标准制定计划，由气电集团牵头申报的《LNG冷能发电设计规范》位列其中，是全国首个成功获批的冷能利用领域行业标准计划，标志着气电集团在冷能利用领域标准化建设上迈出了重要一步。

冷能发电装置也被称为LNG接收站的“点金石”，是促进能源绿色低碳转型的重要手段之一，目前国内外并无LNG冷能发电装置设计相关的专用标准。为规范LNG冷能发电项目在设计中的技术要求，带动冷能发电相关产业的蓬勃发展，该标准的制定将对冷能发电产业产生积极影响。该标准将为LNG冷能发电项目的设计提供明确的方法指导，填补国内在冷能发电领域设计规范的空白。同时，对推动冷能发电项目设计的自主可控，促进国内形成系统的冷能发电技术体系，推进LNG冷能产业发展起到积极作用。

下一步，中海石油气电集团及相关单位将紧密合作，严格按照行业标准制定流程和时间节点推进工作，结合最新研究成果与实践经验，让标准的编制更具前瞻性和可操作性，为能源绿色低碳转型积极贡献力量。

This standard will provide a clear method guidance for the design of LNG cold energy power generation projects and fill the gap in the design specification of cold energy power generation in China. At the same time, it plays a positive role in promoting the independent and controllable design of cold energy power generation projects, promoting the formation of a systematic cold energy power generation technology system in China, and promoting the development of LNG cold energy industry.
