当地时间4月6日，国际事业荷兰公司依托当地油库资源，在荷兰鹿特丹港进行超低硫燃料油的船加油操作，通过期租驳船加油逾2000吨。这是中国石油首次在欧洲开展超低硫燃料油船加油业务，标志着国际事业公司业务价值链得到进一步延伸，为持续拓展欧洲市场奠定良好基础。

鹿特丹港作为欧洲吞吐量最大、最繁忙的港口，船加油量位列欧洲第一、世界第二。经过一年的辛勤筹备，荷兰公司与当地海关进行多次沟通，梳理流程手续，疏通多个堵点，凭借公司过硬的业务实力和规范化的管理，在2023年10月获得荷兰海关颁发的船加油业务相关牌照和许可，实现船加油业务筹备的突破性进展。在国际事业公司成品油单元和伦敦公司的统筹协调下，荷兰公司高效完成中后台能力建设和客户授信等工作，并于今年年初在荷兰船加油行业权威媒体进行了商务推介。一系列动作吸引了多家国际船东咨询，最终荷兰公司与中国船燃欧洲公司达成合作，为希腊某船东提供超低硫燃料油加注服务。

荷兰公司自2021年运营以来，始终积极践行绿色低碳发展理念，取得多项成果，已获欧盟及国际民航组织双认证，具备生物航煤贸易及运营资质。继2022年实现首船生物航煤销售后，荷兰公司于2023年首次为荷兰航空供应调兑后的生物航煤，于今年完成首单电力绿证交易，成果丰硕。

下一步，荷兰公司将继续积极拓展欧洲新能源市场，着力发展生物船燃加注及绿色充电桩业务，促进绿色能源在海、陆、空领域的全面发展。

On April 6, local time, International Business Dutch Company relied on local oil depot resources, in the Dutch port of Rotterdam for ultra-low sulfur fuel oil tanker refueling operations, through the time charter barge refueling more than 2,000 tons. This is the first time for CNPC to carry out ultra-low sulfur fuel tanker refueling business in Europe, marking the further extension of the business value chain of international companies, and laying a good foundation for continuous expansion of the European market.

The Port of Rotterdam, as the largest and busiest port in Europe, ranks first in Europe and second in the world in terms of ship refueling volume. After a year of hard preparation, the Dutch company communicated with the local customs many times, sorted out the process procedures, dredged a number of blocked points, with the company's excellent business strength and standardized management, in October 2023, the Dutch Customs issued the ship refueling business related licenses and permits, to achieve a breakthrough in the preparation of ship refueling business. Under the coordination of the refined oil unit of the international business company and the London Company, the Dutch company efficiently completed the capacity building and customer credit and other work, and at the beginning of this year, the business promotion was carried out in the authoritative media of the Dutch ship refueling industry. A series of moves attracted a number of international shipowners to consult, and finally the Dutch company and China Ship Fuel Europe reached a partnership to provide a Greek shipowner with ultra-low sulfur fuel oil refueling services.

Since its operation in 2021, the Dutch company has been actively practicing the concept of green and low-carbon development, and has achieved a number of achievements, and has been certified by the European Union and the International Civil Aviation Organization, and has the qualification of bio-aviation coal trade and operation. Following the sale of the first ship of bio-aviation coal in 2022, the Dutch company first supplied the converted bio-aviation coal to KLM in 2023, and completed the first power green certificate transaction this year with fruitful results.

In the next step, the Dutch company will continue to actively expand the European new energy market, focus on the development of biological ship fuel filling and green charging pile business, and promote the comprehensive development of green energy in the sea, land and air fields.
