在开工仪式现场，胜利油建公司总经理郭春荣先生代表公司表示涠洲10-3油田西区开发项目是胜利油建公司实施“两海”战略的重点工程。胜利油建公司20年前作为洛克承包商承建了赵东油田一期和二期的平台，赵东油田成为中石油对外合作的标杆项目。胜利油建公司将全力以赴把涠洲10-3油田西区井口平台建造打造成“工期放心、安全放心、质量放心、廉洁放心”四个“放心工程”。希望以此项目建设为契机，加强与各方的合作交流，共同为国家海洋开发、能源建设贡献力量。

海南矿业副总裁、洛克石油联席 CEO、洛克石油中国区总裁房文艳女士代表合作各方致辞，首先感谢参与项目的各方为推动项目所付出的巨大努力，表示涠洲10-3油田西区开发项目是洛克石油可持续发展战略的重要组成部分，洛克石油对与胜利油建的再次合作充满信心，对胜利油建在前期为确保项目按期开工所做的全面周密的准备工作表示充分肯定。希望各方精诚合作，严格遵循施工标准和环保要求，确保实现工程建造的安全、环保、高效和高质量，努力把项目打造成一个精品工程、示范工程，与胜利油建一起通过本项目为山东的地方经济发展注入新的活力，促进相关产业发展，创造更多社会价值。

Shengli Oil Construction Company will go all out to build the west wellhead platform of Weizhou 10-3 oilfield into four "assured projects" of "construction period, safety, quality and integrity". Ms. Fang Wenyan, Vice President of Hainan Mining, co-CEO of Lok Oil and President of Lok Oil China, delivered a speech on behalf of all parties involved in the cooperation, first of all thanked all parties involved in the project for their great efforts to promote the project, and said that Weizhou 10-3 Oilfield West development project is an important part of the sustainable development strategy of Lok Oil.
