此次中标是国际事业公司在服务集团公司海外上游、着力提升价值创造能力方面取得的新突破。国事巴西扎实推进“1332”总体战略布局，坚持“资源为王”理念，攻克了此项业务在物流运力、出口资质、汇率保值等方面的重重难关，精心打磨投标方案，稳健把握竞标策略，最终作为独立主体成功中标。

PPSA holds and manages interests in pre-salt oil fields on behalf of the Brazilian federal Government and is responsible for the marketing of government shares of oil. The tender comprises four bids totaling 37.5 million barrels, divided into three cargoes of Mero crude and one of Buzios crude. In the on-site bidding process of Bid 3, International Undertakings Brazil (hereinafter referred to as "State Brazil") and Petrobras entered the open bidding process, and after more than 20 rounds of fierce bidding, State Brazil finally succeeded in winning the bid.

The winning bid is a new breakthrough made by the international business company in serving the overseas upstream of the group company and focusing on enhancing the value creation ability. State Brazil firmly promoted the overall strategic layout of "1332", adhered to the concept of "resources are king", overcome the difficulties of this business in logistics capacity, export qualification, exchange rate preservation and other aspects, carefully polished the bidding plan, steadily grasped the bidding strategy, and finally won the bid as an independent subject.
