朔州市表示，从全市来看，煤炭主体能源地位短期内不会发生根本改变，特别是山西省委、省政府明确提出支持朔州“积极推动中煤平朔煤制烯烃重大项目建设”，为朔州市经济持续向好提供了有力支撑，为新兴产业发展壮大创造了重要时间窗口。

因此，2024年要改造提升能源产业。抓好煤炭智能绿色开采。因地制宜推广绿色开采技术，建成13座智能化煤矿，年产120万吨及以上煤矿实现智能化全覆盖，不断提高煤炭先进产能占比。

要推动煤炭清洁高效利用。深化能源革命综合改革试点，推进煤炭由燃料向原料、材料转变。落实省委、省政府“积极推动中煤平朔煤制烯烃重大项目建设”部署，打造山西现代煤化工示范基地标杆，积极对接国家部委，尽快入规核准，力争10月份开工建设。

要加快推进新耀、普勤等煤炭分质分级利用项目，力争早日投产达效。

要着力构建新型电力系统。推进平朔安太堡2×35万千瓦低热值煤发电项目并网、华能山阴2×100万千瓦“上大压小”煤电项目开工，合理规划建设光伏、风力发电项目，推进中煤平朔600MW离网制氢等项目建设，全市电力装机容量突破2000万千瓦，其中新能源装机825万千瓦。完成煤电机组“三改联动”80万千瓦。

能源保供方面，除煤炭外，电力方面2024年要扩大电力生产，发电量达到700亿千瓦时。

报告还追述了2023年能源领域取得的成绩。2023年全市生产原煤2.33亿吨，增长7.2%，产量排名全省第一。发电量679.9亿千瓦时，增长7.6%；其中外送558.7亿千瓦时，增长7.7%，发电量、外送电量均排名全省第一，有力支撑了朔州 市经济稳定增长，保障了全国能源稳定供应，彰显了朔州保供政治担当。

项目建设方面，5座煤矿核增产能1540万吨。建成智能化煤矿5座、智能化采掘工作面33处。煤炭先进产能占比86.5%。完成煤电机组“三改联动”382万千瓦。新增新能源装机77.7万千瓦。中煤平朔煤基烯烃新材料及下游深加工一体化项目列入省级重点工程，入规申报组卷工作完成，待国家发改委审核入规后落地开工。

Efforts should be made to build a new type of power system. Promote Pingshuo Antaibao 2× 350,000 kW low caloric value coal power generation project connected to the grid, Huaneng Shanyin 2×1 million kW "big pressure small" coal power project started, reasonable planning and construction of photovoltaic, wind power projects, promote Pingshuo coal 600MW off-grid hydrogen production project construction, the city's installed power capacity exceeded 20 million kW, including new energy installed capacity of 8.25 million kW. Completed the "three reform linkage" of coal power units 800,000 kw.

In terms of energy supply, in addition to coal, electricity production will be expanded in 2024 to generate 70 billion KWH of electricity.

The report also tracks achievements in the energy sector in 2023. In 2023, the city produced 233 million tons of raw coal, an increase of 7.2%, and the output ranked first in the province.
