山西冀中能源集团深入贯彻中共中央、国务院近期安全生产工作的部署，落实冀中能源集团紧急安全视频会议精神，以责任、问题、发展为导向，以压实责任、警示整改、提升“四新”等举措，为安全管理工作提质提效，夯实企业安全工作基础。

以责任导向增强挡板。坚持党政同责、一岗双责、齐抓共管、失职追责，明确领导班子成员工作分工，确保职责明晰、横向到边。围绕“三个自救”主线，对基层矿厂重点工程项目进行包保，将关口前移、重心下移，纵向一抓到底，压实责任。制定下发企业重点项目、管理工作考核实施方案，严格过程管控、结果考核，形成专业管理与工程项目横纵交叉的网格化管理格局，一体化推进安全管理与企业发展统筹并进。

以问题导向加固底板。响应国家矿山安全生产治本攻坚三年行动号召，狠抓“关键事”“关键人”“关键环节”治本基础，建立全员素质提升长效机制，提升投资人员、技术人员、管理人员、从业人员、监督人员“五类人员”安全素质；针对从业人员安全素质不强、矿山安全基础不牢、重大隐患排查整治不力、重大灾害治理成效不彰等专项整治焦点问题进行大力整治。以近期煤矿安全生产事故教训及国务院帮扶检查出的问题为着力点和突破口，紧紧盯牢困难问题、重点问题和薄弱环节，通过开展自查自纠、顶板会战、安全生产标准化“动态达标、过程达标”工作，靶向发力、对症治疗，全面破解制约安全生产的瓶颈问题。深推“岗位三卡”安全管理模式，把管理人员、岗位职工的责任、体检、应急牢牢抓在手上、记在心上，有力夯实了安全管理的根基。
