根据协议，双方将聚焦电煤保供，探索“三加强三提升”合作升级：一是加强长三角能源安全保供的联动性，适应多变的市场形势与发展战略，发挥各自优势，探索多领域战略协同，提升创新能力；二是加强双方高层的畅通交流，通过定期战略会晤机制，明确重大事项，协调重大问题，共商发展方向，提升行业竞争力；三是加强电煤储备合作，不断拓展合作规模，提升发展能级。

本次签约，标志着上海煤炭储备基地建设再上新台阶，为煤炭资源的保通保畅打下了坚实基础。同时，有助于双方加快自身产业提质升级，增强企业转型发展新动能，更好保障长三角能源安全和经济发展，为长三角一体化发展国家战略注入新动力。

江苏苏州港集团是江苏省港口集团控股的国有企业，立足“一港两岸三地”总体布局，形成了多货种齐头并进的综合型、多功能、国际化的港口物流企业，是长江最大的煤炭中转港、国内唯一全材种木材进口港、进口铁矿石CAPE船作业中转基地、特型货类出口基本港。

This signing marks the construction of Shanghai coal reserve base to a new level, laying a solid foundation for the protection of coal resources. At the same time, it will help both sides speed up the upgrading of their own industries, strengthen the new driving forces for the transformation and development of enterprises, better guarantee the energy security and economic development of the Yangtze River Delta, and inject new impetus into the national strategy of the integrated development of the Yangtze River Delta.

Jiangsu Suzhou Port Group is a state-owned enterprise controlled by Jiangsu Port Group. Based on the overall layout of "one port, two banks and three places", Jiangsu Suzhou Port Group has formed a comprehensive, multi-functional and international port logistics enterprise with multiple cargo types going hand in hand. It is the largest coal transfer port on the Yangtze River, the only import port for all kinds of timber in China, the CAPE ship operation transfer base for imported iron ore, and the basic export port for special cargo.

Since the beginning of this year, Greenland Group has continuously upgraded the old track and opened up new track in the spirit of "second entrepreneurship", deepened transformation and upgrading, and enhanced development momentum. The energy industry is an important part of the Greenland new circuit, and has long been committed to serving the supply and reserve of Shanghai's power coal, forming a complete mining, storage, transportation and marketing service chain and a mature supply guarantee system, with an annual operation scale of 15 million tons.
