按照《国务院关于煤炭行业化解过剩产能实现脱困发展的意见》（国发〔2016〕7号）、《贵州省人民政府关于煤炭工业淘汰落后产能加快转型升级的意见》（黔府发〔2017〕9号）等要求，经地方人民政府对2024年企业自愿申请关闭的安全生产条件差、资源枯竭、布局不合理和不符合国家产业政策的煤矿（含矿权）进行审查，现将企业自愿申请关闭且经公示无异议的贵州吉利能源投资有限公司桐梓县木瓜镇南垭煤矿、贵州吉利能源投资有限公司桐梓县水坝塘镇杨家槽煤矿有关信息予以公告（详见附件），请各有关单位按要求做好以下工作。

一、公告关闭煤矿原则上应于2024年12月底前完成物理封闭。

二、请遵义市人民政府督促桐梓县人民政府认真组织煤矿关闭工作。桐梓县人民政府要认真履行职责，细化目标责任、明确关闭时限、落实安全技术措施，组织专门力量依法关闭、规范关闭，并确保关闭过程的施工安全；制作并保留煤矿实施关闭前后、关闭过程中的照片和视频资料以存档备查，以及反映煤矿关闭前井下采掘现状的有关图纸资料，并确保真实、完整、合法、有效，为今后核查、审计、考核等工作提供依据。

三、贵州吉利能源投资有限公司桐梓县木瓜镇南垭煤矿、贵州吉利能源投资有限公司桐梓县水坝塘镇杨家槽煤矿要按《煤炭企业化解过剩产能验收办法》实施关闭，并按《关于印发<贵州省2016年煤炭行业化解过剩产能验收工作方案>的通知》（黔能源煤炭〔2016〕173号）相关要求及时整理完备相关资料。

四、遵义市人民政府、桐梓县人民政府以及相关部门要妥善处理好各方利益关系，确保社会稳定。桐梓县人民政府要认真落实属地安全管理职责，明确责任人，加强对关闭煤矿的盯守巡查，严防私挖盗采。

五、请各有关单位及时依法撤销或注销煤矿相关证照；各级人力资源和社会保障部门指导煤矿企业做好涉及职工的分流安置工作。

Tongzi County Papaya town Nanya coal mine, Guizhou Geely Energy Investment Co., Ltd. Tongzi County Shuiba Tang Town Yangjiagou coal mine information to be announced (see annex), please do the following work as required.

In principle, the physical closure of the coal mine should be completed by the end of December 2024.

Second, the People's Government of Zunyi City urged the people's Government of Tongzi County to seriously organize the closure of coal mines. Tongzi County people's government should conscientiously perform its duties, specify target responsibilities, clarify closing time limits, implement safety technical measures, organize special forces to close and standardize the closure according to law, and ensure the construction safety of the closure process; Make and keep photos and video data before and after the closure of the coal mine and during the closure process for archiving for future reference, as well as relevant drawings and data reflecting the status quo of underground mining before the closure of the coal mine, and ensure that they are true, complete, legal and effective, providing a basis for future verification, audit, assessment and other work.

Third, Guizhou Geely Energy Investment Co., Ltd. Tongzi County Papaya Town Nanya coal mine, Guizhou Geely Energy Investment Co., Ltd. Tongzi County Shuibatang Town Yangjiagou coal mine should be closed according to the "Coal enterprises to resolve excess capacity acceptance Measures", And in accordance with the relevant requirements of the "Notice on the issuance of the" Guizhou Province 2016 Coal Industry to resolve excess capacity Acceptance Plan "(Guizhou Energy Coal (2016) No. 173) relevant information in a timely manner.

Fourth, Zunyi City People's Government, Tongzi County People's Government and relevant departments should properly handle the interests of all parties to ensure social stability. Tongzi County people's government should conscientiously implement the responsibility of territorial safety management, clarify the responsible person, strengthen the monitoring and inspection of closed coal mines, and strictly prevent private mining.

Fifth, All relevant units are requested to revoke or cancel relevant coal mine licenses in a timely manner according to law; Human resources and social security departments at all levels shall guide coal mining enterprises to do a good job in the resettlement of employees involved.
