淮安经济技术开发区污水处理厂是经开区重要的生态环境基础设施，规划总处理规模16万吨/日。根据经开区经济社会发展分期建设，一期工程处理规模8万吨/日。本次扩建为二期一阶段工程，处理规模为4万吨/日，出水水质执行《城镇污水处理厂污染物排放标准》（GB18918-2002）一级A标准，项目竣工后，淮安公司日处理规模将达到12万吨/日，该项目建成是增强生态环境保护的重大举措，将极大改善水生态环境质量，保证经济和社会可持续发展。

项目自启动以来，各级领导高度重视并多次亲临现场指导工作，对项目进展和安全文明施工情况提出具体要求。鉴于项目建设工期非常紧张，淮安公司通过倒排工期、挂图作战、抓住关键线路、建设进度日报告等举措，紧锣密鼓推进项目建设。10天完成所有临建工作，18天完成1.6万余米所有管桩施工，12天完成4万多米钢板桩施工，80天完成11个单体土建施工，40天完成所有设备安装工作，克服夏季高温暴雨、冬季严寒大雪等不利天气影响，严格按照进度计划推进，顺利实现建设目标。
