方案显示，加强建筑工地“六个百分百”监管，严格落实扬尘公示制度，实现“同步开工、同步公示”。合理规划道路施工作业时间和作业面，有效降低扬尘污染。加强执法监督力度，强化工业企业堆场料场扬尘防控。持续推进裸地整治，将裸地源头治理纳入工程项目前期设计，及时做好收储地块、闲置工地、公共用地绿化硬化。将防治扬尘污染费用纳入工程造价。

加强露天矿山扬尘管控，依法关闭安全生产、生态环境限期整改不达标矿山。
