2024年10月9日上午，淮河能源燃气集团有限责任公司（下称“淮河能源燃气集团”）所属芜湖长江LNG内河接收（转运）站储罐租赁服务竞价交易通过在上海石油天然气交易中心（下称“上海交易中心”）平台上线交易，在国家能源局华东监管局、安徽省能源局、淮河能源集团等相关领导的共同见证下顺利成交，摘单方为嘉兴市燃气集团股份有限公司，成交量为1座10万方LNG储罐，服务期限为成交后3+2年，前36个自然月为储罐基本租赁期限，后24个自然月额外租期由双方协商一致后选择执行。此业务为国内首例LNG内河接收（转运）站LNG罐容租赁服务，这一里程碑式的交易标志着安徽省储气设施迈出市场化运营的关键一步，实现了长三角沿海LNG接收站与芜湖长江LNG内河接收（转运）站之间的有效联动，开启了安徽省能源基础设施深度融入长三角一体化高质量发展的新篇章。

淮河能源燃气集团利用芜湖LNG接收站的LNG储罐等基础设施，为客户在合同周期内提供LNG储罐罐容使用权，代为储存和管理天然气，并提供LNG槽车卸车、装车等服务。此次租赁1座10万方LNG储罐，在服务周期内代储方可多次存取，为用户提供新的市场化运作方式，充分落实基础设施公平开放，促进区域能源合作，探索基础设施运营新模式。

据了解，芜湖长江LNG内河接收（转运）站设计规模150万吨/年，配套建设2座10万立方米LNG储罐，预留42万立方米LNG储罐区，将于近期投运。项目建成后，静态储气能力将达到12000万方，可满足安徽省约4.5天的用气需求。

On the morning of October 9, 2024, the bidding transaction of the storage tank leasing service of Wuhu Yangtze River LNG Receiving (transfer) Station of Huaihe Energy and Gas Group Co., LTD. (hereinafter referred to as "Huaihe Energy and Gas Group") was carried out on the platform of Shanghai Oil and Gas Trading Center (hereinafter referred to as "Shanghai Exchange Center"). In the East China Supervision Bureau of the National Energy Administration, Anhui Provincial Energy Bureau, Huaihe Energy Group and other relevant leaders witnessed the successful transaction, the party is Jiaxing Gas Group Co., LTD., the transaction volume is 1 100,000 square LNG storage tank, the service period is 3+2 years after the transaction, the first 36 natural months is the basic lease period of the storage tank. The next 24 natural months of the additional lease period shall be selected by both parties upon mutual agreement. This business is the first LNG tank capacity leasing service for LNG inland receiving (transfer) station in China. This milestone transaction marks a key step in the market-oriented operation of gas storage facilities in Anhui Province, and realizes the effective linkage between the Yangtze River Delta coastal LNG receiving station and Wuhu Yangtze River LNG receiving (transfer) station. It has opened a new chapter in the deep integration of Anhui Province's energy infrastructure into the Yangtze River Delta integration and high-quality development.

Huaihe Energy & Gas Group makes use of the infrastructure such as LNG storage tanks in Wuhu LNG Receiving Station to provide customers with the right to use LNG storage tanks during the contract period, to store and manage natural gas on behalf of customers, and to provide LNG tanker unloading, loading and other services. The lease of a 100,000 square LNG storage tank can be accessed several times during the service cycle, providing users with a new market-oriented mode of operation, fully implementing the fair and open infrastructure, promoting regional energy cooperation, and exploring a new mode of infrastructure operation.

It is understood that Wuhu Yangtze River LNG receiving (transfer) station design scale of 1.5 million tons/year, supporting the construction of two 100,000 cubic meters of LNG storage tanks, reserved for 420,000 cubic meters of LNG storage tank area, will be put into operation in the near future. After the completion of the project, the static gas storage capacity will reach 120 million square meters, which can meet the gas demand of Anhui Province for about 4.5 days.
