中国海油湄洲湾“绿能港”是中国内地第一个完全由国内企业自主引进、建设、管理的大型液化天然气项目，自2008年投产至今，累计接卸来自全球15个国家和地区的进口LNG超4600万吨。作为省内晋江、厦门、莆田三家燃气电厂的唯一气源供应单位，中国海油湄洲湾“绿能港”承担着福建省70%以上的天然气供应任务，一直是省内迎峰度夏、迎峰度冬等特殊时期供气保电的“压舱石”和“稳定器”。

投产16年来，中国海油湄洲湾“绿能港”牢固树立“安全第一”发展理念，严格落实安全生产责任，始终以严格的安全管理措施开展LNG接卸、存储及外输作业，安全高效完成福建省历年夏、冬季顶“峰”供气和应急保供工作。坚持安全生产“从零开始、向零奋进”，持续深化双重预防机制建设，扎实开展隐患排查治理，落实设备设施标准化管理。坚持“筑牢基础、严织防线”，深入从严从细“抓落实、抓整改、抓执行力”，不断夯实安全生产根基。坚持落实科技兴“安”，利用数字监控、数智接收站系统等技术手段，持续提升安全管理、精益生产水平。

As the only gas supply unit of three gas power plants in Jinjiang, Xiamen and Putian, CNOOC Meizhou Bay "Green Energy Port" undertakes more than 70% of the natural gas supply tasks in Fujian Province, and has always been the "ballast stone" and "stabilizer" for gas and electricity supply during special periods such as peak summer and winter in the province.

In the past 16 years, CNOOC Meizhou Bay "Green Energy Port" has firmly established the development concept of "safety first", strictly implemented the responsibility of safe production, and always carried out LNG unloading, storage and export operations with strict safety management measures, safely and efficiently completed the summer and winter peak gas supply and emergency supply work in Fujian Province. Adhere to the "starting from zero and forging ahead to zero" in production safety, continue to deepen the construction of the dual prevention mechanism, firmly carry out the investigation and management of hidden dangers, and implement the standardized management of equipment and facilities. Adhere to the "build a solid foundation, strictly weave a line of defense", in-depth strict and fine "grasp implementation, grasp rectification, grasp execution", and constantly consolidate the foundation of safe production. Adhere to the implementation of science and technology to promote "safety", the use of digital monitoring, digital intelligence receiving station system and other technical means to continue to improve the level of safety management and lean production.
