近日，江苏省住房和城乡建设厅、江苏省发展和改革委员会、江苏省市场监督管理局发布关于印发《江苏省推进建筑和市政基础设施设备更新工作方案》的通知。

内容指出，按照《城乡排水工程项目规范》（GB 55027）、《城镇污水处理厂污染物排放标准》（DB32/4440-2022）等要求，更新改造存在不满足标准规定、国家明令淘汰、节能降碳不达标等问题的设施设备，包括水泵、鼓风机、污泥处理设备、加药设备、监测及自控设备、除臭设备、闸阀及各类专用机械设备等。协同推进污水处理减污降碳增效，建设一批能源资源高效循环利用的城镇污水处理绿色低碳标杆厂。2027年底前，实施设备更新的污水处理厂300座、泵站700座。

按照国家和省设备节能、环境保护、环卫行业等标准规范，全面摸排高耗能、技术落后、故障频繁、存在安全隐患的设施设备，包括环卫车辆、中转压缩设备、垃圾焚烧发电成套设备、建筑垃圾资源化利用（分选、破碎、再生产品生产)设备、可回收物分拣（分选、压缩、打包）设备等，结合垃圾焚烧厂超低排放改造、填埋场规范封场和生态修复、生活垃圾转运体系优化提升、环卫车辆绿色化更新等工作，合理排定更新改造实施计划，推动环卫设施设备更新，鼓励更新购置新能源车辆装备以及智能化、无人化环卫作业机具设备。

内容明确，坚持市场为主、政府引导，鼓励先进、淘汰落后，标准引领、有序提升原则，以住宅电梯、供水、供气、污水处理、环卫、城市生命线安全工程、建筑节能改造等为重点，分类推进建筑和市政基础设施设备更新，着力扩内需、惠民生、保安全，保障城市基础设施安全、绿色、智慧运行，推进城市高质量发展。到2027年，对技术落后、不满足有关标准规范、节能环保不达标的设备，按计划完成更新改造。

We will work together to reduce pollution, reduce carbon and increase efficiency in sewage treatment, and build a number of green and low-carbon benchmark plants for urban sewage treatment with efficient recycling of energy and resources. By the end of 2027, 300 sewage treatment plants and 700 pumping stations will be upgraded.

In accordance with the national and provincial standards and norms of equipment energy conservation, environmental protection, and sanitation industries, we comprehensively investigate and eliminate facilities and equipment that are high energy consumption, backward technology, frequent failures, and hidden safety hazards. Including sanitation vehicles, transfer and compression equipment, waste incineration and power generation equipment, construction waste resource utilization (sorting, crushing, recycling product production) equipment, recyclables sorting (sorting, compression, packaging) equipment, etc. In combination with the ultra-low emission transformation of waste incineration plants, standard sealing and ecological restoration of landfills, optimization and improvement of domestic waste transfer system, and green renewal of environmental sanitation vehicles, the implementation plan for renewal and transformation is reasonably scheduled, and the update of environmental sanitation facilities and equipment is promoted, and the purchase of new energy vehicles and equipment as well as intelligent and unmanned environmental sanitation operation machinery and equipment is encouraged.

The content is clear, adhere to the market first, government guidance, encourage advanced, eliminate backward, standard-led, orderly improvement of the principle, focusing on residential elevators, water supply, gas supply, sewage treatment, sanitation, urban lifeline safety engineering, building energy saving renovation, etc., to promote the renovation of building and municipal infrastructure equipment, and strive to expand domestic demand, benefit people's lives, and ensure safety. We will ensure the safe, green and smart operation of urban infrastructure and promote high-quality urban development. By 2027, equipment that is backward in technology, does not meet relevant standards and specifications, and does not meet energy conservation and environmental protection standards will be updated and renovated as planned.
