10月15日晚，华电能源股份有限公司发布关于对外投资的公告。

公告显示，华电能源股份有限公司 （以下简称“华电能源”）拟投资黑龙江华电哈尔滨第三发电厂（以下简称“哈三电厂”）66万千瓦“上大压小”热电联产机组新能源一体化联营项目，项目总投资64.95亿元。

煤电项目拟在哈三电厂原址扩建1台66万千瓦超超临界供热机组，项目建成后关停哈三电厂#1、2机组(2×20万千瓦)，并接替其现有供热负荷。煤电项目总投资33.24 亿元，建设单位为哈三电厂。

配套70万千瓦新能源由四个风电项目组成，包括黑龙江华电黑河北安建华20 万千瓦风电项目，建设单位为华电 （北安）新能源有限公司；黑龙江华电黑河孙吴10万千瓦风电项目，建设单位为华电黑河孙吴县新能源有限公司；黑龙江华电佳木斯汤原一期20万千瓦风电项目，建设单位为华电能源汤原新能源有限公司；黑龙江华电哈尔滨第三发电厂呼兰二期20万千瓦风电项目，建设单位为华电(哈尔滨)新能源有限公司。新能源项目总投资合计31.71亿元，上述四家建设单位均为华电能源全资子公司，均在2024年注册成立，注册资金均为1000万元。

The announcement shows that Huadian Energy Co., LTD. (hereinafter referred to as "Huadian Energy") intends to invest in Heilongjiang Huadian Harbin Third Power Plant (hereinafter referred to as "Harbin Three Power Plant") 660,000 kilowatts of "big pressure small" cogeneration unit new energy integration joint project, the total investment of the project is 6.495 billion yuan.

The coal power project plans to expand a 660,000 kW ultra-supercritical heating unit at the original site of the Ha-3 Power Plant, and shut down the #1 and 2 units of the Ha-3 Power plant (2× 200,000 kW) after the completion of the project, and replace its existing heating load. The total investment of the coal power project is 3.324 billion yuan, and the construction unit is Ha-3 power plant.

The supporting 700,000 kW of new energy consists of four wind power projects, including Heilongjiang Huadian Hei Hebei Anjianhua 200,000 kW wind power project, the construction unit is Huadian (Bei 'an) New Energy Co., LTD.; Black Dragon Jianghua Heihe Sunwu 100,000 kW wind power project, the construction unit is Huadian Heihe Sunwu New Energy Co., LTD.; Black Dragon Jianghua Power Jiamusi Tangyuan Phase I 200,000kw wind power project, the construction unit is Huadian Energy Tangyuan New Energy Co., LTD. Heilongjiang Huadian Harbin Third Power Plant Hulan Phase II 200,000kw wind power project, the construction unit is Huadian (Harbin) New Energy Co., LTD. The total investment of the new energy project is 3.171 billion yuan, and the above four construction units are wholly-owned subsidiaries of Huadian Energy, all registered in 2024, and the registered capital is 10 million yuan.
