莆田港从过去的“港等船”到近今日的“船等港”,海事高效保障大型船舶在港作业实现“抵之能靠”“靠之即卸”“卸之立走”,贴心服务辖区港航企业,码头泊位效能得到充分发挥,港口公司的综合物流运输成本实现大幅节约。

莆田海事部门高度重视此次港口大型船舶当日“两离一靠”保障工作,主动作为,周密部署各项安全监管工作。严格落实航前会议制度。第一时间告知船舶、代理等单位落实严格“一船一评估、一船一会商、一船一方案”的管理要求,组织码头、代理、渔政、引航、拖轮等相关方召开航前会议,从船舶尺度、气象条件、安全距离三方面系统梳理超大型船舶进出港水域的安全条件并提出针对性的解决措施,明确分工,强化协调配合,确保船舶进出港工作顺利开展。靠泊期间,强化现场监管,综合运用电子巡查、船艇巡航、无人机巡查立体协同监管模式为两船舶提供全方位、全要素、多维感知的监管保障,重点加强对主航道、码头、前沿水域的远程监控,确保航行水域清爽。在船舶靠泊过程中,船舶作业期间,通过CCTV系统远程监控船舶作业安全和船岸安全落实情况,及时排查安全隐患,确保船舶装卸货作业安全。

Inform ships, agents and other units in the first time to implement the strict management requirements of "one ship, one eva luation, one ship, one ship, one plan", organize the dock, agents, fisheries administration, pilotage, tugs and other relevant parties to hold pre-voyage meetings, systematically sort out the safety conditions of ultra-large ships entering and leaving port waters from three aspects of ship size, meteorological conditions and safety distance, and propose targeted solutions. Clear division of labor, strengthen coordination and cooperation, and ensure the smooth operation of ships entering and leaving the port. During the berthing period, on-site supervision will be strengthened, and the three-dimensional collaborative supervision mode of electronic inspection, boat cruise and drone inspection will be comprehensively used to provide all-round, all-factor and multi-dimensional perception supervision and protection for the two ships, focusing on strengthening remote monitoring of the main waterway, dock and frontier waters to ensure that the sailing waters are clean. In the process of berthing, during the operation of the ship, the CCTV system is used to remotely monitor the implementation of the safety of the ship's operation and the safety of the ship's shore, check the safety hazards in time, and ensure the safety of the ship's loading and unloading operations.
