4月11日，海南省教育厅、东北石油大学厅校共建座谈会暨全面战略合作协议签约仪式在三亚海洋油气研究院举行。海南省委教育工委书记，省教育厅党组书记、厅长李湖，海南省委教育工委委员，教育厅党组成员、副厅长崔莹，三亚崖州湾科技城管理局党委副书记、常务副局长林海，东北石油大学校长董宏丽，副校长石颖，海南省教育厅高等教育处、国际合作与交流处、行政办，三亚崖州湾科技城管理局教育合作促进部，东北石油大学三亚海洋油气研究院相关领导出席活动。会议由东北石油大学副校长石颖主持。

会上，三亚海洋油气研究院副院长闫百泉汇报了研究院建设三年来开展的工作及建设成效。

东北石油大学校长董宏丽对三年来海南省教育厅以及三亚崖州湾科技城管理局对东北石油大学办学的支持与帮助表示感谢，同时从东北石油大学建设三亚海洋油气研究院的政治站位、战略选择、发展愿景等方面做了阐述。董宏丽指出，东北石油大学全面落实习近平总书记关于建设海洋强国的重要指示精神，对接国家能源战略和海南自由贸易港建设需求，在海南建设研究院，既是学校外延发展的内在需求，也是履行大学使命的必然选择。在今后的工作中，三亚海洋油气研究院将发挥海南省的区位优势和政策优势，在高层次人才引进与培养、高水平科研平台建设、科技成果转化、国际交流与合作等方面重点推进，力争用10年左右的时间，把研究院建设成国内一流的深远海油气科学研究中心、油气行业高水平人才聚集中心、国际石油理论创新与应用交流中心、国家海洋能源战略决策参谋中心。深远海油气资源研究能力不断增强，行业高水平人才聚集效应不断凸显，海洋油气国际交流与合作不断深化，服务国家能源安全贡献力不断提升。

On April 11, the joint construction symposium of Hainan Provincial Department of Education and Northeast Petroleum University and the signing ceremony of comprehensive strategic cooperation Agreement were held in Sanya Offshore Oil and Gas Research Institute. Li Hu, Secretary of Education and Working Committee of Hainan Provincial Party Committee, Secretary of the Party Group and Director of the Provincial Department of Education, Cui Ying, member of the Education and Working Committee of Hainan Provincial Party Committee, member of the Party Group and Deputy Director of the Department of Education, Lin Hai, Deputy Secretary of the Party Committee and Executive Deputy Director of Sanya Yazhou Bay Science and Technology City Administration, Dong Hongli, President of Northeast Petroleum University, Shi Ying, Vice President, Higher Education Department, International Cooperation and Exchange Department, Administration Office of Hainan Provincial Department of Education, Sanya Yazhou Bay Science and Technology City Administration Education Cooperation promotion Department, Northeast Petroleum University Sanya Offshore oil and gas Research Institute related leaders attended the event. The meeting was presided over by Shi Ying, vice president of Northeast Petroleum University.

At the meeting, Yan Baiquan, vice president of Sanya Offshore Oil and Gas Research Institute, reported the work and construction results carried out in the past three years.

Dong Hongli, President of Northeast Petroleum University, expressed his gratitude to the Hainan Provincial Department of Education and Sanya Yazhou Bay Science and Technology City Administration for their support and help in running Northeast Petroleum University in the past three years, and expounded the political position, strategic choice and development vision of the construction of Sanya Offshore Oil and Gas Research Institute by Northeast Petroleum University.  In the future work, Sanya Offshore Oil and Gas Research Institute will give full play to the geographical and policy advantages of Hainan Province, and focus on the introduction and training of high-level talents, the construction of high-level scientific research platforms, the transformation of scientific and technological achievements, international exchanges and cooperation, and strive to use about 10 years. The institute has been built into a domestic first-class far-reaching offshore oil and gas scientific research center, a high-level talent gathering center in the oil and gas industry, an international petroleum theory innovation and application exchange center, and a national Marine energy strategic decision-making staff center. The research capability of profound offshore oil and gas resources has been continuously enhanced, the effect of high-level talent accumulation in the industry has been continuously highlighted, the international exchanges and cooperation in offshore oil and gas have been deepened, and the contribution to serving national energy security has been continuously enhanced.
