大项目、大投资支持新疆发展。中国石油、中国石化、国家管网集团等企业围绕油气勘探开发、炼油化工、储气库建设、油气管网建设等项目，完成投资1140亿元；国家电网、中国华电、国家能源集团、国家电投等企业聚焦新能源大基地项目、抽水蓄能电站项目、配套电网建设项目等，完成投资1800亿元；中国电信、中国中铁、中交集团等企业围绕通讯、铁路、公路等基础设施建设，完成投资1200亿元。

加大央地合作，共谱发展新篇。中央企业加强与新疆地方国企合资合作，加大投资力度，围绕重点产业延链补链强链，培育发展特色优势产业集群，不断拓展高质量发展空间。在油气资源方面，中国石油与新疆亚新煤层气集团正在实施组建新疆天然气管道公司，共同推进南北疆天然气利民管道扩建工程；中国石化与新疆能源集团等正在推进组建新疆西域石油天然气勘探开发有限公司，将补齐新疆地方国有企业在油气资源勘探开发领域的短板；推动新疆能源集团参股中国石化塔河炼化公司，积极参与油气上中下游建设运营。在新能源方面，中国华电与新疆能源集团控股上市公司立新能源合资组建新疆华电天山发电有限公司，共同开发“疆电外送”第三通道天山北麓基地610万千瓦新能源项目。

此外，在商贸物流方面，新疆商贸物流集团与东风公司合资组建新疆东汽商贸有限公司，进一步提升东风旗下汽车在新疆、中亚及周边国家的市场占有率。在数字产业方面，航天科技集团、中国航天科工参股数字新疆集团，助力提升新疆国有企业服务和保障“数字社会”“数字经济”建设水平。在招才引智方面，中智集团参股新疆人才发展集团有限公司，为自治区围绕“八大产业集群”建设，构建现代化产业体系提供人才支撑和智力支持。在节能环保方面，中国节能参股新疆环保循环产业集团有限公司，为新疆生态环境保护和深入打好污染防治攻坚战，实现“3060”双碳目标提供支撑。

Major projects and investments have supported Xinjiang's development. Petrochina, Sinopec, State Pipeline Network Group and other enterprises invested 114 billion yuan in oil and gas exploration and development, refining and chemical industry, gas storage construction, oil and gas pipeline construction and other projects. State Grid, China Huadian, National Energy Group, State Power Investment and other enterprises focused on new energy base projects, pumped storage power station projects, supporting power grid construction projects, and completed an investment of 180 billion yuan; China Telecom, China Railway Group, China Communications Group and other enterprises have invested 120 billion yuan in infrastructure construction, including telecommunications, railways and highways.

Strengthen cooperation between the central and local governments and jointly develop new chapters. Central enterprises will strengthen joint ventures and cooperation with local state-owned enterprises in Xinjiang, increase investment, expand and strengthen the chain of key industries, cultivate and develop industrial clusters with distinctive advantages, and constantly expand the space for high-quality development. In terms of oil and gas resources, CNPC and Xinjiang Yaxin CBM Group are implementing the establishment of Xinjiang Natural Gas Pipeline Company to jointly promote the expansion project of natural gas Limin pipeline in southern and northern Xinjiang; Sinopec and Xinjiang Energy Group are promoting the establishment of Xinjiang Xiyu Oil and Gas Exploration and Development Co., LTD., which will complement the shortcomings of local state-owned enterprises in the field of oil and gas exploration and development. Promote Xinjiang Energy Group to participate in Sinopec Tahe Refining and Chemical Company, and actively participate in the construction and operation of upper, middle and lower reaches of oil and gas. In terms of new energy, China Huadian and Lixin Energy, a listed company of Xinjiang Energy Group Holding, jointly established Xinjiang Huadian Tianshan Power Generation Co., LTD., and jointly developed 6.1 million kilowatts of new energy projects at the north foot of Tianshan Base of the third channel of "Xinjiang Power Transmission".

In addition, in terms of commercial logistics, Xinjiang Commercial Logistics Group and Dongfeng Company set up a joint venture Xinjiang Dongqi Commercial Co., Ltd. to further enhance the market share of Dongfeng's cars in Xinjiang, Central Asia and neighboring countries. In terms of digital industry, Aerospace Science and Technology Group and China Aerospace Science and Industry share in Digital Xinjiang Group to help improve the service and guarantee the construction level of "digital society" and "digital economy" of state-owned enterprises in Xinjiang. In terms of attracting talents and wisdom, CIIC Group shares in Xinjiang Talent Development Group Co., Ltd. to provide talent support and intellectual support for the construction of a modern industrial system around the construction of "eight industrial clusters" in the autonomous region. In terms of energy conservation and environmental protection, China Energy Conservation shares in Xinjiang Environmental Protection Recycling Industry Group Co., Ltd. to provide support for Xinjiang's ecological environmental protection and in-depth fight against pollution prevention and control, and achieve the "3060" double carbon goal.
