4月8日，记者从国家矿山安监局召开的尾矿库安全治理工作情况媒体通气会上获悉，截至目前，全国安全监管监察的尾矿库共有4919座，与2020年相比下降32.4%，三等及以上的大中型尾矿库比率由2020年的8.5%上升到19.5%，“头顶库”数量同2020年相比下降40.1%。

2020年以来，国家矿山安全监察、各地安全监管等部门倒逼尾矿库企业主体责任落实，有力提升了全国尾矿库安全风险防控水平。我国连续7年未发生尾矿库亡人事故，连续16年未发生尾矿库重特大事故，实现全国尾矿库安全风险整体可控。

国家矿山安监局建立并严格落实地方政府领导和尾矿库企业负责人安全生产包保责任制，健全完善尾矿库风险分级属地监管等制度，构建防范化解尾矿库安全风险责任体系。严格源头管控，推动涉及尾矿库的29个省级地区出台尾矿库闭库销号办法，强力推进尾矿库闭库销号，全面提升尾矿库本质安全水平。强化基础建设，健全完善尾矿库安全法规标准体系，细化规范尾矿库安全技术管理，深入推进双重预防机制建设，提升尾矿库监测预警能力，进一步夯实尾矿库安全基础。聚焦重大风险，集中开展尾矿库风险隐患排查治理专项行动、尾矿库重大隐患专项整治行动等，解决一批突出问题，强力推进“头顶库”闭库销号，同时强化落实汛期预警响应机制，确保尾矿库企业安全度汛。严肃执法检查，加大对汛期等关键时段、“头顶库”等重点对象、未批先建和不按批准的设计施工等违法行为的执法力度，持续保持高压严管态势，严厉打击尾矿库违法违规行为。

下一步，国家矿山安监局将在落实责任、源头管控、监测预警等方面持续发力，防范化解尾矿库安全风险，推动从根本上消除事故隐患，从根本上解决问题。同时，聚焦当前汛期首要任务，确保尾矿库安全度汛。
