近年来,陕西省煤层气公司传承并发扬“北移”精神,全面实施“走出去”战略,项目已遍及12个省(市)自治区,发展形势持续向好。但随着市场份额的不断扩大,开工项目点多线长面广,安全管理面临新的挑战,公司多措并举创新安全管理方式,不断夯实安全管理基础,筑牢安全生产防线。 提升队伍素养,激发新活力 以提高全员履职能力和安全素养为目标,全面拓宽职工学习培训的途径和渠道,上半年培训人次达2386人次。2月公司在西安科技大学举办了“企业主要负责人安全意识强化暨安全管理人员业务提升”培训班,公司领导班子成员及安全生产管理人员共计80余人参加培训。3月司钻操作人员安全培训班在延安方舟职业技能培训中心举办,公司所属4家单位共24名员工参训,同期钻井分公司邀请中石化华东石油技师学院三位教师,举办了一期“直接作业环节和施工现场安全管理知识”培训,来自钻井分公司和钻采分公司的62名学员参加了培训学习。 强化安全监管,夯实管理基础 公司坚持以过硬作风筑起横到边、纵到底、不留死角的安全生产责任网、监督网和保障网,全面梳理安全生产各环节、各领域可能存在的监管盲区和漏洞,防止失察漏管,全面做好排查整改。公司主要负责人每月坚持带队开展安全检查,安全及生产监管部门高密度开展隐患排查治理。上半年组织的各类安全检查45次,查出隐患288条,均已整改到位。通过抓基层、抓一线,不断夯实安全基础,促进现场管理更规范。 推行安全互检,有效化解风险 紧紧围绕公司中心工作,强化责任担当,积极主动作为,项目施工走到哪,安全生产管理就跟进到哪,真正做到聚焦重点,精准发力,推进重点领域风险有效化解。把各单位安全互检作为推进安全生产管理的一项基础工作来抓,公司编制了《安全生产环保互检管理制度(试行)》,对安全互检工作作出具体安排,上半年已开展安全互检40余次,累计发现隐患172条,已全部督促按时完成整改。通过安全互检协同监督加大对公司重大项目、重点工程建设的安全管理,确保各项工程安全开展。 In recent years, Shaanxi CBM Company has inherited and carried forward the spirit of "moving north", fully implemented the strategy of "going out", and the project has spread to 12 provinces (municipalities) autonomous regions, and the development situation continues to improve.
