通知明确，山西以“强化风险隐患有效管控，持续推进煤矿双重预防机制建设和重大危险源监控管理工作”为主线，坚持“重基层、强基础、求实效”，实施高质量的辨识评估、排查管控、培训教育、督导检查、经验交流等五项行动，持续提高煤矿安全管理水平和安全监管质量。

通知指出，山西持续开展双重预防机制体系建设，树立风险管控设施和措施缺陷或失效就是隐患的理念，将隐患排查与风险辨识管控结合起来，相互促进，健全双重预防机制责任体系和工作制度，完善安全风险辨识、研判、预警、防范、处置和责任“六项机制”，定期对双重预防机制运行情况进行总结分析，总结新经验，制定新措施，取得新进步。

在煤矿基层一线，推行岗位职责描述、安全风险自述、规程措施阐述、作业循环评述、操作手指口述五述管理法；实施危险源辨识、事故预想、隐患排查、安全站位、安全确认五环操作法；落实查处机制、通报机制、分析整治机制、处罚培训帮教机制、综合监管机制行为治理法，强化岗位工种作业流程标准化，强化作业过程风险辨识管控和隐患排查治理常态化，提高精益安全管理水平。
