为深入推进落实“1+4”重点工作部署，强力推动重大风险动态更新、重大灾害超前治理，将风险灾害防范挺在事故隐患成灾之前，有效防范和遏制煤矿重特大事故，近日江西局组织全局干部职工深入开展煤矿重大风险灾害分析研判。

一是突出融汇合一。在《江西省2024年煤矿安全风险分析研判汇编》基础上，结合《江西省产煤市县煤矿安全“画像”情况》《省投资集团关于所属煤矿安全风险管控工作的报告》《关于督促整改煤矿事故隐患和违法违规行为的通知》和2024年以来监察执法情况，各联系督导小组综合会商，全面开展分析研判。

二是突出精准研判。广泛听取监察执法处及各专业委员会意见，逐矿分析、精准研判，理清重大风险和灾害防控措施，提出重大灾害技术路径。全局共研判重大风险165条，其中：瓦斯30条、水害25条、火灾14条、顶板35条、爆破14条、煤尘4条、机运22条、煤仓5条、安全管理16条。共梳理重大灾害40条，其中：瓦斯11条、防突1条、水害9条、火灾7条、顶板8条、煤尘3条、冲击地压1条。针对每条重大灾害结合煤矿实际研究制定技术防治路径，共提出技术路径措施89条。

三是突出结果运用。根据研判情况，列出重大风险管控和重大灾害治理清单，形成了“一矿一策”“一灾一策”，修订编制了《江西省煤矿重大风险管控及重大灾害治理清单》，并发放至各级监管部门和煤矿企业，督促依法落实安全生产主体责任、健全落实双重预防机制，指导推动各级煤矿安全监管监察部门扎实开展执法工作，切实提升执法检查的针对性、实效性，推进全省煤矿安全生产形势持续稳定好转。
