近日，国家矿山安全监察局山东局制订了《山东省内煤矿交互执法检查常态化工作办法（试行）》，常态化开展煤矿交互执法检查，进一步提高监察执法质效。

一是明确工作目标。有效管控重大风险，及时消除重大隐患，促进重大灾害治理，严厉打击“七假五超三瞒三不两包”等违法违规行为，推动“八条硬措施”、治本攻坚三年行动主体责任落实，防范遏制煤矿事故发生。

二是优化检查流程。煤矿安监处牵头每季度至少组织开展1次交互执法检查，根据灾害特点和管理情况，有针对性的选取被检查煤矿，随机匹配检查组。检查组使用本执法处执法文书编号，独立完成从检查方案编制到执法文书归档的所有工作，违法违规行为处理处罚数据统计在本执法处。

三是建立保障机制。配齐配强各专业监察人员，明确带队负责人负责制。检查期间不安排被检执法处陪同，不接受地方政府无监管任务的人员陪同。严格落实中央八项规定及其实施细则精神和国家局关于加强作风建设有关规定。。

四是强化总结提升。检查结束后检查组与驻地执法处交流检查情况，共同分析存在的问题，提出工作建议和措施。 同时对检查情况进行复盘总结,提炼经验，分析不足，以便后续改进提升。

Second, optimize the inspection process. The coal mine Safety Supervision Office leads the organization of at least one interactive law enforcement inspection every quarter, according to the characteristics and management of disasters, targeted selection of inspected coal mines, random matching inspection teams. The inspection team uses the law enforcement document number of the law enforcement Office to independently complete all work from the preparation of inspection plans to the filing of law enforcement documents, and the punishment data of violations are collected in the law Enforcement Office.

Third, establish a guarantee mechanism. All professional supervisory personnel shall be fully equipped and strengthened, and the responsible person for leading the team shall be clearly defined. During the inspection, the inspected law enforcement department will not be accompanied, and the local government personnel without supervision tasks will not be accompanied. Strictly implement the spirit of the eight provisions of the Central Committee and the rules for their implementation and the relevant provisions of the National Bureau on strengthening the construction of work style.

Fourth, strengthen summary and promotion. After the inspection, the inspection team communicates with the resident law enforcement offices about the inspection, jointly analyzes the existing problems, and puts forward work suggestions and measures. At the same time, the review of the inspection situation was summarized, the experience was refined, and the shortcomings were analyzed for subsequent improvement.
