灌南县城乡一体化污水治理PPP项目位于江苏省连云港市灌南县，总投资29.22亿元。厂网互通工程作为项目污水处理厂提升改造工程和管道建设的重要部分，敷设管网总长约5千米，盐河以东的部分污水通过新建1号泵站提升至2号泵站出口的现状井，并通过新港大道的主管网接入城西污水厂。盐河以西的部分污水通过2号泵站内新增污水泵提升至城东污水厂的进厂主管道进入城东污水厂，实现了城东和城西污水处理厂的互联互通，为灌南县打造水绿宜居的生态新城提供了有力水生态支撑。

过去，城东和城西污水处理厂间由于缺乏有效的联保机制，一旦遇到突发情况，容易造成环境污染问题。该工程投入使用后，将缓解各污水处理厂运行压力，提升了区域排污水处理保障能力，在为城东和城西污水处理厂提供应急保障功能的同时，为灌南县提升污水处理浓度创造了有利条件。

As an important part of the upgrading and upgrading of the sewage treatment plant and pipeline construction of the project, the total length of the pipeline network is about 5 kilometers. Some sewage in the east of the Yanhe River is raised to the current well at the exit of the No. 2 pumping station through the new pump station No. 1, and connected to the West sewage plant through the main network of Xingang Avenue. Part of the sewage west of Yanhe River is raised to the main pipeline of Chengdong Sewage Treatment Plant through the new sewage pump in the No. 2 pumping station, which realizes the interconnection between the east and west sewage treatment plants, and provides a strong water ecological support for Guannan County to build a green and livable ecological new city.

In the past, due to the lack of effective joint protection mechanism between the sewage treatment plants in the east and west of the city, environmental pollution was easily caused in case of emergencies. After the project is put into use, it will relieve the operating pressure of each sewage treatment plant, improve the regional sewage treatment support capacity, provide emergency support function for the sewage treatment plant in the east and west of the city, and create favorable conditions for the improvement of sewage treatment concentration in Guannan County.
