为贯彻《拉萨市安全生产委员会关于印发<拉萨市安全生产治本攻坚三年行动实施方案（2024-2026）>》精神，全面实现项目2024年度安全环保管理目标，有效预防和控制各类事故，保障项目生产经营顺利有序进行，确保各项安全目标的逐级分解和严格落实。2024年3月29日上午，鲲泰副总经理桑旦分别与拉萨市百淀污水处理厂二期工程、拉萨市东嘎污水处理厂二期工程二标段签订了项目安全生产环境保护目标责任书。

桑旦强调，项目部要牢记属地安全责任，强化做好安全生产工作的责任感，为顺利完成生产任务创造一个良好的安全环境。安全环保首要的是管理问题，严格落实到责任人，以严肃问责倒逼责任落实。依托项目临时党支部，强化“党政同责、一岗双责”，定期组织开展全方位的安全环保检查。要严字当头、严格管理，树立“严管就是厚爱”的理念。要选派有责任、有担当的精兵强将负责安全环保工作。要狠抓安全标准化作业、安全检查、隐患排查治理等行之有效工作的连贯实施，要强化重大风险管控，加强重大危险源、重大隐患、重点领域监管。
