近日，由国能山东能源总承包的万州电厂火电协同固废资源化利用项目顺利投产，成为渝东北首个火电协同固废资源化利用项目，实现了良好的经济效益、社会效益和环境效益，获央广网、重庆广电等多家媒体报道。

01每年处理污泥6万吨、减碳1500吨

该项目依托万州电厂高效燃煤发电系统以及超低排放的环保设施，对城镇污水处理厂产生的污泥进行焚烧转化，日均处理污泥能力达到200吨，年处理能力超6万吨，产生的粉煤灰可用于生产建筑材料，污泥中的热值，能帮助电厂每年减少燃煤用量约936吨，减少碳排放量约1511吨。目前，该项目已覆盖万州辖区内沱口、明镜滩、申明坝三个污水处理厂。

02从开工到具备投运条件，仅用66天

作为该项目实施单位，国能山东能源抽调工程、设计、采购等近20名精干力量组成项目团队，逐级制定进度甘特图、逐级明确责任清单，建立工程协调日例会机制，确保工程质量进度在控。项目实施过程中，项目团队克服深基坑支护、地下水位高、恶劣天气多、交叉作业多等挑战，66天即完成系统全线贯通，推动项目具备进泥投运条件，赢得各方充分肯定。

“去年7月召开的全国生态环境保护大会对全面推进美丽中国建设做出了重大部署。近期，国家能源集团发布了‘无废集团’试点建设实施方案，这都为我们推进减污降碳事业进一步增添了信心、增强了动力。”国能山东能源相关负责人表示。

01 Annual treatment of 60,000 tons of sludge, carbon reduction of 1,500 tons

The project relies on the high-efficiency coal-fired power generation system of Wanzhou Power Plant and ultra-low emission environmental protection facilities to incinerate and transform the sludge produced by the urban sewage treatment plant, with an average daily sludge treatment capacity of 200 tons and an annual treatment capacity of over 60,000 tons. The generated fly ash can be used to produce building materials, and the calorific value of the sludge can help the power plant reduce its annual coal consumption by about 936 tons. Reduce carbon emissions by about 1,511 tons. At present, the project has covered three sewage treatment plants in Tuokou, Mingjing Beach and Shenmingba in the area of Wanzhou.

02 Only 66 days from the start of construction to the conditions for operation

As the implementation unit of the project, Guoneng Shandong Energy transfer engineering, design, procurement and other nearly 20 capable forces to form a project team, step by step to develop the progress of the Gantt chart, step by step to clarify the list of responsibilities, the establishment of the project coordination daily meeting mechanism, to ensure that the project quality progress in control. During the implementation of the project, the project team overcame challenges such as deep foundation pit support, high groundwater level, severe weather, and cross-over operations, and completed the whole line of the system in 66 days, promoting the project to have the conditions for mud operation, and won full recognition from all parties.
