近日，云南保山市人民政府办公室发布关于印发《保山市碳达峰实施方案》的通知。

内容显示，促进能源节约和废物利用，加快构建废旧物资循环利用体系，发展再生资源产业。完善废旧物资回收网络，推进垃圾分类和再生资源回收“两网融合”，促进再生资源应收尽收。促进再生资源产业集聚发展，推动再生资源规范化、规模化、清洁化利用。到2025年，一般工业固体废物综合利用率保持稳定或持续改善。

加快建立覆盖全社会的生活垃圾收运处置体系，全面实现分类投放、收集、运输、处理，推进垃圾处理设施及资源化处置设施建设。农作物秸秆综合利用率、废旧农膜回收利用率等稳中有升，农业废弃物综合利用水平不断提高。2030年，城市生活垃圾分类实现全覆盖，生活垃圾资源化比例进一步提升。

支持乡镇（街道）、社区开展低碳试点创建，组织开展绿色家庭、“近零碳”景区、低碳校园、低碳园区、零碳工业园区、低碳社区、低碳酒店、低碳商场等创建行动。以建设滇西高原特色农业示范区为目标，打造农旅文融合助推乡村振兴的示范区。

Accelerate the establishment of a domestic waste collection, transportation and disposal system covering the whole society, fully realize classified delivery, collection, transportation and treatment, and promote the construction of waste treatment facilities and resource disposal facilities. The comprehensive utilization rate of crop straw and the recycling rate of waste agricultural film are steadily increasing, and the comprehensive utilization level of agricultural waste is constantly improving. By 2030, the classification of urban domestic waste will achieve full coverage, and the proportion of domestic waste resources will further increase.

Support towns (streets) and communities to carry out low-carbon pilot projects, and organize the creation of green homes, "near zero carbon" scenic spots, low-carbon campuses, low-carbon parks, zero-carbon industrial parks, low-carbon communities, low-carbon hotels, and low-carbon shopping malls. With the goal of building a characteristic agricultural demonstration zone on the West Yunnan Plateau, we will build a demonstration zone with the integration of agriculture, tourism and culture to promote rural revitalization.
