内容指出,加快推进电力、煤炭、钢铁、有色、纺织、交通运输、建材、石化、化工、建筑等重点行业企业碳排放核算标准和技术规范的研究及制修订,制定温室气体审定核查、低碳评价等相关配套技术规范,支撑企业碳排放核算工作,有效服务全国碳排放权交易市场建设。制定面向园区的碳排放核算与评价标准。

制定重点排放单位碳计量器具配备和管理规范,推动企业碳排放计量器具配备。优化相关行业温室气体排放核算和报告指南,强化碳核算数据优先来源于计量器具的要求。充分发挥国家能耗在线监测系统作用,鼓励企业利用第五代移动通信(5G)、区块链等技术手段建立能源和碳排放数据采集和分析系统。按照国家温室气体排放因子数据库建设需求,探索建立国家温室气体排放因子计量实测验证平台。

开展碳排放在线监测计量不确定度评定方法研究,持续开展基于激光雷达、区域和城市尺度反演等碳排放监测计量技术研究与应用,开展烟气捕集端碳捕集利用与封存关键计量技术研究,为碳排放统计核算、碳排放在线监测、低碳技术研究等提供计量支撑。

目标明确,2024年,发布70项碳核算、碳足迹、碳减排、能效能耗、碳捕集利用与封存等国家标准,基本实现重点行业企业碳排放核算标准全覆盖。2025年,面向企业、项目、产品的三位一体碳排放核算和评价标准体系基本形成,重点行业和产品能耗能效技术指标基本达到国际先进水平,建设100家企业和园区碳排放管理标准化试点。

Accelerate the research, formulation and revision of carbon emission accounting standards and technical norms for enterprises in key industries such as power, coal, steel, nonferrous metals, textiles, transportation, building materials, petrochemical, chemical, construction, etc., formulate supporting technical norms for greenhouse gas verification and low-carbon eva luation, and support the carbon emission accounting work of enterprises. Effectively serve the construction of the national carbon emission trading market. Formulate carbon emission accounting and eva luation standards for the park.

We will formulate standards for the equipment and management of carbon measuring instruments for key emission units, and promote the equipment of carbon measuring instruments for enterprises. Optimize the guidelines for accounting and reporting greenhouse gas emissions in relevant industries, and strengthen the requirement that carbon accounting data be preferentially sourced from measuring instruments. We will give full play to the role of the national online energy consumption monitoring system, and encourage enterprises to establish energy and carbon emission data collection and analysis systems using fifth-generation mobile communications (5G), blockchain and other technological means. According to the requirements of national greenhouse gas emission factor database construction, explore the establishment of national greenhouse gas emission factor measurement and verification platform.

To carry out research on measurement uncertainty assessment methods for online monitoring of carbon emissions, continue to carry out research and application of carbon emission monitoring and measurement technologies based on LiDAR, regional and urban scale inversion, and carry out research on key measurement technologies for carbon capture utilization and storage at the flue gas capture end, providing measurement support for statistical accounting of carbon emissions, online monitoring of carbon emissions, and research on low-carbon technologies.

The goal is clear: By 2024, 70 national standards for carbon accounting, carbon footprint, carbon emission reduction, energy efficiency and energy consumption, and carbon capture, utilization and storage will be issued, basically achieving full coverage of carbon emission accounting standards for enterprises in key industries. By 2025, a three-in-one carbon emission accounting and eva luation standard system for enterprises, projects, and products will be basically in place; technical indicators for energy consumption and energy efficiency of key industries and products will basically reach the international advanced level; and 100 pilot projects will be set up to standardize carbon emission management in enterprises and industrial parks.
